Various colleges and universities are generally faced with the most difficult problems in the practical teaching of the Ideological and Political Theory Course, and these educational institution are exploring in every possible way to solve this problem. While the establishment of practical teaching mode is no only an effective way to improve teaching quality and effort, but also playing an important role in the reform and innovation in the Ideological and Political Theory Course. Based upon a deeply research on the diffcult teaching poisiton of Ideological "and Political Theory Course among colleges and universities, this thesis is using latest teaching contents system to explore the most effective and implementary way of practical teaching mode, which can perfect relavant safeguard mechanism and construct a series of scientific and reasonable evaluation system in this course. In the mean time, it is helpful to improve the effectiveness of the Ideological and Political Theory Course.On the whole I have summarized relevant basic theory of the research in practical teaching of Ideological and Political Theory Course. Firstly, I have elaborated mode of teaching contents and analized its concept, structure, character and function. Secondly, some statements was listed which concerned about theory of practical teaching of Ideological and Political Theory Course.Then we discussed the foundation and cannotation of this course, while we can draw a conclusion that its necessity and significance of promotion this course should not be neglected. Finally, some theory about practical teaching mode of Ideological and Political Theory Course was enuciated, in addition, I set forth some basic connatation and fouction about this mode.A survey about current situation of this course was conducted, it shows some phenomena. The project of Ideological and Political Theory Course has put into practicing since2005, the practial teaching in colleges and university has made some progress and achievements, however, some general problems exposed:practical teaching has become formalistc, its ognanizaiton isn’t specific, its participation isn’t extensive, and its effort isn’t satisfactory; moreover, the safeguard mechanism and evaluation system about this practical teaching need to strengthen. As a result, these problems definitely influent its extensive, in-depth and sustainable development. This essay has analyzed the reason of the practical teaching of Ideological and Political Theory Course, which contains three concepts of schools, teachers and students.The establishement on "Three-thirds " practical teaching mode of Ideological and Political Theory Course in the colleges and universities. We should do intensive study about the theory of this course, on the one hand, the reality of school teaching and college students’thoughts is foundation; on the other side, we can draw salutary lessons from another colleges and universities which they have done in this progress, then "Three-thirds " practical teaching mode has been set up, it contains two concepts "three bonds " and "three keys ". The former means that the bond of practice in class and outside the classroom, the bond of both centralized and decentralized practice,and the bond of practice in base or reality life. Therefore "three bonds " shows the popularity, the breadth and flexibility in time and space of practical teaching. While the later indicates independent practice, highlighted situational practice and network virtual practice. In addition,"three keys" provides prominent trend and new ways for the devolopment of practical teaching. This paper has done a global presentation on the "Three-thirds mode " of practical teaching which includes the guiding ideology, basic principles, as well as a new mode of teaching objectives; furthermore, it has fully researched teaching content and style, organization and implementation of practical teaching mode as well. Last part is about the construction on the safeguard mechanism and evaluation system of Ideological and Political Theory Course practical teaching. For the purpose in normal operation of "Three-thirds mode" of Ideological and Political Theory Course in the colleges and universities, we should set up and perfect relevant safeguard mechanism of practical teaching.Therefore, we must proceed to a workable reasonable and scientific practice teaching guarantee system, that start with the institutional mechanisms, organizational mechanism, personnel system, funding mechanism, base mechanism and incentive mechanism and so on. Whereas, it is quite complex and important for the establishment of a series practicable and reasonable scientific evaluation system of this course, since it proves the validity part in the Ideological and Political Theory Course practice teaching mode, morever, it is an important way of evaluation and supervision in this course. In my thesis, I have designed a index system for the Ideological and Political Theory Practice Course, which contains4level two and27level three indicators, and empower a certain right to all indicators, that means an evaluation system for this course has been set up. Only by scientifically evaluating on this course, then we can find the shortness in this process. Therefore we strengthen the management and construction of practice teaching, so we may lead this course into an institutionalized and standardized track, consequently ensuring the problely running of the mode of practical teaching.Last but not the least, some empirical analysis has been put up in this essay which shows the exploration and practice of "three-thirds" practice teaching mode in Ideological and Political Theory Courses by Northeast Forestry University. There are not only relations but also distinctions between each courses of Ideological and Political Theory Courses among the colleges and universities; according to the different characteristics and requirements of different courses, Northeast Forestry University has done respective work on these courses about the "Three-thirds mode", morever, a lot of efforts was operated in the area of safeguard mechanisms. As a result, it has proved that the "Three-thirds" practical teaching mode of Ideological and Political Theory Courses is effective.
