Thailand has been participated in PISA assessment as a partner country since 2001,but Thailand's PISA achievement was below OECD's average scores in three categories of literacy.This study objected to 1)study the factors that had influenced Thailand's PISA achievement and 2)arrange the suggestion for Thai educational quality development.The research methodologies had been operated by 4 steps.The first step was to interview the administrator of PISA Thailand,five responsible officers,and 14 PISA supervisors in Educational Service Area.The second was to study the research documents and related theories.In addition,OECD's PISA study report and surveys had been synthesized since 2000-2015.In the third step,the results from step 1 and 2 had been analyzed and organized the school data storage by interviewing the school administrators,teachers,and students in 5 OBEC schools(Office of the Basic Education Commission),3 municipality schools,one private school,one vocational school,and one university demonstration school.Lastly,the research results had been deducted to manage Thai PISA educational development plan.The instruments consisted of the questionnaire for administrators,teachers and students,the skills and attitude test of students in literacy,mathematics,science and ICT,the table of factors influencing educational development,and the table of the analysis of educational development plan.The uses of statistics in this research were frequency and percentage.The findings showed that the factors influencing Thai educational quality were 1)learning ability,2)parents' economic status 3)the admission and group division 4)the independent authority in administration 5)teacher problems and teacher development 6)learning resources management 7)learning environment and learning behavior 8)school internal quality assurance 9)the policies of education and integration between departments of educational quality development.In order to make suggestion in policy level for upgrading Thailand's PISA Achievement,SWOT analysis had been operated to analyze the National Education Development Plan.From the discussion,the nine factors that affected Thailand‘s PISA achievement had been synchronized to the indicators of National Education Plan for enhancing students' learning ability and increasing the effectiveness of school management and teaching potential development.
