| The work report of the 19th national congress of CPC pointed out that“China’s economy has evolved from the stage of rapid growth to the stage of high-quality development and building a modern economic system is the urgent requirement of transformation of the economic development pattern,the improvement of economic structure and the increase of driving force of economic growth.”And a modern economic system necessarily requires the building of a suitable social credit system.The Decision of the Central Committee of CPC on Deepening the Institutional Reform of CPC and the Government has been examined and passed by the third Plenary Session of the 19th CPC Central Committee,which further pointed out that we need to“parentheses the building of a credit system and improve credit supervision”.Institutions such as the Central Committee of the Communist Young League,NDRC and PBC published Plans to Build a Youth Credit System(2016-2020)and proposed to gradually build a credit system of all citizens and a nationally unified credit system with the youth credit system as the aforethought point.The improvement of the credit level of college students,as the most representative part of the youth group,will play a positive role in building a social credit system.In recent years,because of the lack of the sound credit system,cheating in exams,breach of employment contract,network loan and other incidents occur frequently and the credit issue among college students became an important object of academic research and gained attention from scholars in public management,education and economics.While practical research abounds,there is lacking of basic theoretical research.If we cannot scientifically define the concept meanings and relevant influencing factors of the credit of college students,the theories will risk wrongly guiding practices.Therefore,it will have important guiding meaning for modern credit theories and credit management practices to conducting deep research into the credit of college students.This research takes the credit of college students as the object of research and mainly answers the following three questions.Firstly,what is the theoretical connotation of the credit of college students?Secondly,what are the influencing factors and the mechanism of action of the credit of college students?Thirdly,how to promote the building of the credit of college students?This research combines normative analysis and empirical analysis and proposes a three-dimensional theoretical model and a four-dimensional influencing mechanism on the basis of literature review of relevant research on antithetical study and influencing mechanism of credit building at home and abroad.And on this basis,it studies 2168 college students through questionable and qualitative interview and does empirical study into the influencing mechanisms of credit building of college students and analyzes the influence of all the factors.The major conclusions of the research include:Firstly,we use the modern three-dimensional theory and analyze the credit of college students from three dimensions,which are credit,compliance and keeping promises.And on this basis,we conduct index extraction and testing of measurement attributes.The results show that the three-dimensional credit theoretical model has significant reliability and validity.The three-dimensional credit structure and the reasonableness of measurement attributes are verified.Therefore,when we study the credit of college students,we should do it based on the dimensional characterful to discuss its building instead of promoting it from a single angle.Specifically,the first dimension is authentic personal information,honesty and harmony in interpersonal relationship and work,sense of responsibility in volunteer work and good evaluation in social work.The second one is scientific research achievements are original,observing relevant rules,such as the constitution and laws,regulations of the colleges,traffic regulations and maintaining the order of public places,and more specifically,those rules refers to returning in time books borrowed from libraries,using the classrooms and laboratories according to norms,good credit in social network,paying party fees and the communist youth league fees in time,using public resources such as water or electricity reasonably and show good discipline in class exams.The third dimension includes repaying the student loan in time,obtaining stable scholarships and grants,keeping balanced daily assumptions and good credit with cash and online shopping.Secondly,thorough literature key words and interview text,this article uses the typical example of the Grounded Theory as reference and draws the four-dimensional influencing factor model for the building of credit of college students.Through combining quantitative and qualitative analysis,it draws the four-dimensional influencing factors for the building of credit of college students and further verifies them thorough structural equation model.The results showed that the four-dimensional influencing factor model for the building of credit of college students has good reliability and validity,and the four-dimensional influencing factor structure can be verified.The four dimensional influencing factors includes education and culture,management system,market service and support.The first factor includes innovative moral education for the credit of college students,diversified credit cultural promotion for college students,universal finance literacy education for college students,volunteer work credit practice promotion for college students,attaching importance to credit building as a discipline in institutions of higher education and achievement translation in subjects relevant to credit.The factor of management system includes special laws and regulations for credit of college students are complete,regulations for credit inquiry of college students are complete,credit regulatory mechanism for college students is complete and the mechanism for promotion,credit restoration and rewards and punishments is effective.The market service factor includes standardized national credit records for college students,professional credit grading services for college students,information database platform,socialized credit inquiry service and credit risk warning services.The support factor includes whether the special fund for credit building is sufficient,whether the special institution for credit building is established,whether professional talents is equipped,whether financial support policies are stable and whether political and cultural environment is advantageous.The research innovator includes incorporating the market service and support factor into the influencing factors of credit building of college students,which broadens the connotations of credit building.Thirdly,the assumption of the four-dimensional influencing factors impact the three-dimensional credit is correct,which is proved by empirical tests.The facts showed that education and culture,management system,market service and support have significant positive influence on the credit of college students.Among the four factors,education and culture,management system,and support have more influence.Further analysis showed that education and culture,management system,market service and support have significant positive influence on all three dimensions.For the first dimension,all factors sorted by importance with descending order are management system,education and culture,support and market service.For the second dimension,all factors sorted in the same way are management system,education and culture,support and market service.For the third dimension,all factors sorted in the same way are support,market service,education and culture and management system.In the behavior setting of three-dimensional cases,the research uses game analysis to analyze the decision mechanism of the regulatory mechanism in the management system factor on increasing credit of college students,the cost of behavior of breaching promises and promoting credit observing behaviors involving credit constraint and credit incentive mechanism.The research verifies the functioning mechanism of credit reporting mechanism in market service,the regulatory mechanism in management system and the moral quality in education and culture on the promise-keeping behaves of college students and promote such behaviors through information sharing,believable threats and moral discipline.Fourthly,this research did horizontal comparison with other countries represented by America,Europea and Japan and vertical comparison in China represented by Iguanodon,the pilot city.By those comparisons,the research draws inspiration for the credit building of college students,which involves the credit building of college students shall be carried out according to the characteristics of the growth of China’s modern economic system and from the bottom to the top,which is credit of college students---youth credit pilot in provinces and cities and China’s youth credit planning.In the budding and beginning stage,the government should lead the functional departments to promote the growth of the credit market,achieve the sharing and safety appreciation of credit relying on compulsory Constitution and pay attention to bringing into full play the management system,support and education and culture.And in the latter stage of rapid development and maturity,the government shall gradually exit and play its function together with the market and the society to play the function of support and market service.Fifthly,on the basis of defining the three-dimensional credit dimensions and recognizing the influencing factors,this research combines cases and the results of comparative studies,proposes the suggestions for credit building of college students,which are creating new credit education models,promoting the credit management system building,introducing market credit service and strengthen the support for credit of college students.This research is creative in the following three ways:Firstly,from the perspective of the modern three-dimensional credit theory,the research explores the structural dimensions of credit of college students,develops and verifies the three-dimensional measuring index.On the basis of combing through the modern three-dimensional credit theory and other research on credit of college students,this research built the logical analysis framework and the theoretical model of the three-dimensional credit of college students.On the basis of this,through literature research,expert review and qualitative interview,the research draws the initial index of three credit dimensions to carry out testing,delete invalid topics through project analysis,exploratory factor analysis and confirmatory factor analysis.Then this research obtains the three-dimensional index with good measurement attributes,and verifies the three-dimensional credit theoretical model,which makes initiatory explanations for the concept of credit of college students and perfected and supplemented the modern credit theory.Secondly,the research challenges to the paradigm with assessment as the main method of research and recognizes the four-dimensional influencing factors from the process perspective of credit building of college students.This research combines literature review,policy texts and opinions of institutional economics and information economics and draws the four-dimensional influencing factors of credit building.Through the typical models of the Grounded Theory,it develops the index system of four-dimensional influencing factors of credit of college students and compiles questionnaires on this basis,verifies the four-dimensions of credit building of college students through empirical analysis,which involves education and culture,management system,market service and support.It innovator introduces market service and support into the research of credit building of college students and fills the blank of the research into the credit and influencing factors.Thirdly,the research explores the influencing mechanism of credit building of college students and proposes counter-measures.In the past,the credit researches paid more attention to assessment and achieved credit grading through building credit assessment models to guide credit risk prevention and improve credit level.This assessment paradigm research focuses on post-action control instead of prevention.The research is of the opinion that,in order to improve the credit level of college students,we should first verify the influencing mechanism of credit building.Therefore,this research aims at influencing factors of the credit building of college students and bases on the theoretical model of the influencing mechanism.Through the multiple regression analysis and structural equation model of 2168 questionnaires,it proves that education and culture,management systems,market services and support have positive influence on the three-dimensional credit of college students and provids theoretical support for the credit building of college students. |
