Research On Social Work Issues Of Youth Affairs In Zhongshan District, Dalian City

General Secretary Xi Jinping has repeatedly stressed,the young generation with ideals and responsibilities can make a promising country and a hopeful nation.The teenagers represent the future of our country.It is indispensable for them to take their first steps correctly.With the increasingly fast movement of all-domain urbanization,increasingly more young people come to cities,for reasons of study or work.They need more kinds of individualized service to help them integrate into our society,skills upgrading,build up relationships,get married and safeguard their own rights.With the gradual socialization of youth problems and the gradual ageing of social problems,the trend is becoming more and more obvious,youth affairs have also received extensive attention from the whole society.However,due to the political systems and self-construction,the reformation pace of traditional organizations of the Communist Youth League cannot meet the rapid development of young generation's need,the method of work can't keep pace with the times,As a result,a new working method rises.It is Social Work for the Affairs,which regards the young generation as their service object.Social Work for the Affairs of the Youth refers to the activities and process of the service under the professional knowledge background which uses the concepts and methods of social work to help teenagers triumph over difficulties,facilitate integrated development and finally become useful people,in terms of physical and mental traits,growth features and interests of the youth.This paper takes the social work of youth affairs in Zhongshan District of Dalian as the research content.Because of the political system,The Youth League organizes and manages youth affairs is a Chinese feature,In 2014,six ministries,including the Central Committee of the Youth League and the Ministry of Civil Affairs,issued?Opinions on Strengthening the Construction of Professional Personnel for Social Work in Youth Affairs?,in the same year,the Liaoning Provincial Party Committee also issued relevant implementation opinions on strengthening the youth social work force.Under the background that all provinces and cities attach great importance to the work of youth affairs.According to the characteristics of Zhongshan District,Based on the theory of service-oriented government,social governance theory,and Maslow's demand theory,the government uses literature research,questionnaires,comparative analysis and other research methods to explore the reality,difficulty and problem of youth affairs in Zhongshan District.Through analyzing reasons and combining with the advanced experience of the developed regions,like Hongkong?Beijing and Shanghai,I put forward solutions from fpur aspects to explore the development of young people's social work which are adapt to the current situation in the Zhongshan District.At the same time,it provides enlightenment for the development and improvement of the youth affairs work in Dalian.This paper proposes specific solutions from the following four aspects:First,to improve scientific management of the social work team for young people,explore the establishment of association,and attracts young volunteers;second,to enhance the professional competence of social workers in youth affairs,establish a professional quality model,and carry out training and academic upgrading with different levels;Third,establish a government management system to support youth social work,expand government procurement services,formulate industry norms,and expand financial investment;Fourth,strengthen human resources management of youth social workers through strengthening daily management and team building,establishing a compensation system,and establishing a scientific assessment mechanism.
