| In view of combination of research institutions&universities and the cooperative cultivation(CRUC for short)career can realize jointing strength together,sharing resources,having complementary advantages,and jointly promoting the quality of talent cultivation and the level of scientific research.Deeply pushing the CRUC has risen to the height of national strategy and entered an important period of opportunity.It has become the major issue to be resolved recently on how to promote cooperative cultivation sustainable development by analyzing mechanism problem of the CRUC scientifically and systematically,and motivating the organic combination between universities and research institutions extremely.Therefore,on the basis of synergetic theory,this paper examines the CRUC career comprehensively and systematically.Through using the research method of literature research,questionnaire survey,case analysis,this paper makes a intensively study on kinds of influencing factors about "combination" "cooperation","cultivation" between research institutions and universities,and kinds of mechanisms throughout the whole process of the CRUC in China.The research contents and conclusions in this paper are as follows:1.This paper combs systematically the evolution process of the CRUC in China,summarizes the CRUC experience as three stages-;"embryo,exploration and development",and presents as three main modes-"graduate joint cultivation,technology talent program,and joint-founding school of research institutions&universities".2.This paper investigates the development status and effect of the three main modes,and clarifies the problems and difficulties which the CRUC are faced in China.It is found that there are various obstacles in the cause of the CRUC,and the basic reason lies in the fact that there is no change from the administrative promotion to the mechanism traction.3.This paper analyzes and explores practical experiences of the CRUC in developed countries such as France,Germany,the United States,and Japan,which provides beneficial enlightenment for the CRUC reform in research institutions&universities system,cultivation idea,and management idea for our country.4.According to synergetic theory of "instability principle" "synergistic effect principle","order parameter principle",this paper analyzes and constructers the research frame which runs through the whole process of front end-middle end-back end of the CRUC in our country,and take driven mechanism-operation mechanism-guarantee mechanism as a system.Namely:The driven mechanism is formed by external drive such as the traction force of government support,the driving force of the development of science and technology,the influence of the environment at home and abroad,and the reference power of the foreign model,as well as by internal drive such as the drive of the benefit and the attraction of the self-development.The operation mechanism is constituted by five main aspects such as communication&coordination,resource integration,cooperative cultivation,benefit distribution,personnel and examination and encouragement.The guarantee mechanism is constructed from five main aspects such as management system,policy guarantee,cooperative cultivation of teachers,strategic cooperation,and evaluation&supervision.The CRUC mechanism which is consisted of driven mechanism,operation mechanism,and guarantee mechanism as a whole,that all kinds of mechanisms are mutually synergistic and work together.The absence of any mechanism may lead to the CRUC activities can not be carried out normally.The mode is the implement carrier of the mechanism,and the advanced mode should be adapted to the perfect mechanism.Only by perfecting and optimizing the mechanism constantly,can we provide motivation and guarantee for the CRUC in our country,and then truly realize harmonious win-win and sustainable development. |
