In response to the challenges faced by the development of education in the information age,various countries have issued corresponding plans and measures to deal with education informatization.Education informatization has attracted global attention.Education informatization is a strategic choice of the reform and innovation of education in China.China attaches great importance to the development of education informatization at the strategic level.In recent years,a series of related important policies and plans have been promulgated to accelerate the process of education informatization.Basic education is in the basic and leading position in the national education system.As an effective means to expand the coverage of high quality education resources,basic education informatization has been widely developed in China.The development of basic education informatization is a long-term process.The formulation of related policies and the establishment of the development strategy need to be based on the scientific assessment of the current situation.The evaluation of basic education informatization development level mainly evaluates the development status of education informatization,provides basis for formulating and adjusting education policy,and provides support for educational decision-making,so as to promote the sustainable and balanced development of education informatization.The evaluation of basic education informatization has become the key promotion work of basic education informatization in China at present.At the national level,a nationwide special supervision of education informatization has been carried out.Many regions are also developing the specific index system and the evaluation plan of local education informatization.National,provincial,district and county level have paid more attention to the evaluation of the development level of basic education informatization,and provide a broad space and favorable conditions for the evaluation and research of the development level of basic education informatization.Through the relevant research on the evaluation of the development level of basic education informatization,a research report and policy recommendations with reference value are formed.Introducing it into the basic education management decision will provide support for the informatization of basic education.In recent years,the new research achievements in the research field of the evaluation of basic education informatization development provides a rich theoretical guidance for the evaluation of the development level of basic education informatization in China,and has shown high application value in practice.The new situation of continuous development and transformation of basic education informatization has put forward higher requirements for evaluation practice and relevant research.The key contents,policy planning,major projects,the implementation of the promotion path and the development trend of the basic education information evaluation at the national level need to be further analyzed.The key content,the key points and evolution process of the index framework of basic education informatization need further improvement.It is also necessary to further study and formulate more reliable and practical evaluation methods on how to measure the development level and the difference degree of basic education informatization in different regions more scientifically.In addition,it is necessary to carry out more in-depth research on the influencing factors of the development level of basic education informatization and the gap between urban and rural regions.In short,as an important basic issue in the process of formulating the policy of basic education informatization,there are still more research space for all aspects related to the evaluation of the development level of basic education informatization,which needs further exploration.This research is based on the practical demand of accelerating the informatization of basic education in China at the present stage.The main work and research achievements of this paper include the following aspects:First,by analyzing the current research and referring to the practical evaluation process,the research focus of the evaluation of basic education informatization is summarized.Through combing and analyzing the relevant research papers in the field of education informatization evaluation at home and abroad,this paper summarizes the typical cases of promoting the evaluation of the development level of basic education informatization at home and abroad,and explores the general situation of the evaluation of the development level of basic education informatization at home and abroad.From the national level,we analyze the background of the development of basic education informatization,including the development context and key implementation projects of basic education informatization policies,for the understanding of development status and the needs of basic education informatization evaluation to some extent.Second,based on the five-dimension core elements of education informatization,we use subjective and objective combination weighting method to build the evaluation index system.Through the analysis of typical index system of basic education informatization in different countries,the key contents and the evolution and development trend around the world are analyzed.Combined with the top-level design of basic education informatization policy and related key national projects,research and develop more reasonable index content in line with China's actual needs;develop the multi-level weighted index system for the evaluation of development level of basic education informatization using combination weighting method of AHP subjective weighting method and CRITIC objective weighting method based on game theory.Third,a comprehensive index evaluation method based on combinatorial evaluation method is constructed.We compare and analyze some mathematical analysis methods that have been widely applied in comprehensive evaluation research,and summarize their advantages and disadvantages.And,using the research data collected,we test and verify in advance these typical methods.According to the experimental results of the comprehensive evaluation,we can select some evaluation methods by which the actual effect evaluated can be more reasonable and more reliable.The mathematical methods selected for the evaluation of the development level of basic education informatization can be used for the empirical study in chapter five.Fourth,we use the index system and evaluation methods built in the foregoing research to do empirical research on the research area.We use questionnaires to collect data and conduct empirical research.We summarize the development level of basic education informatization in diffemet areas.According to the feedback data collected through investigation questionnaire,we carry out an empirical study on the informatization level of basic education based on comprehensive index method and the variance coefficient method for some regions and compare the development between the regions,and proposed targeted recommendations for the development of basic education informatization.Fifth,the key influencing factors of development level of basic education informatization in research area are studied.We analyze the key factors affecting the development level of basic education informatization,and explore the differences in the development of urban and rural education informatization.Exploratory factor analysis method is used to explore each of the key factors that compose the development of informatization of basic education at the school level;correlation analysis is carried out to explore the association between the school basic situation and the development level of school informatization;the regression analysis method is applied to analyze of influencing factors for urban and rural basic education informatization development level.The factors that play great influence in the development of informatization of urban and rural basic education,and the influencing factors which hinder the development of urban and rural primary and secondary school information are discussed respectively.
