Research On The Implementation Of Employment Assistance Policies For Migrant Workers In Chongqing's Industrial Adjustment

Migrant workers are a special group emerged in the process of industrialization and urbanization after China's reform and opening up.They have made great contributions to China's economic construction and now they have become an important part of China's labor force.The adjustment and upgrading of industrial structure can promote national and regional economic development and improve people's living standards.However,the adjustment and upgrading of industrial structure will restrict the development of traditional labor-intensive industries with strong employment absorption capacity,lead to the reduction of new jobs,and limit the ways for migrant workers to achieve high employment rate.With the adjustment and upgrading of industrial structure,there will be new changes in the demand for industrial human resources,especially the development of high-tech industries,which need high-quality workers to match.As the largest group of workers in China,migrant workers themselves are limited by low education and low human capital endowments,so they are not qualified for positions with high technical content.Therefore,migrant workers are faced with the risk of unemployment,and certain policies should be adopted to help migrant workers to achieve better employment.Chongqing is China's inland open highland,but also a relatively concentrated area of migrant workers.In recent years,under the promotion of industrial policy,the industrial structure of Chongqing has been continuously optimized and the output structure has been continuously upgraded,which has caused changes in the supply-demand relationship of the labor market.The labor market has an increasing demand for workers with technical grades and professional titles,which brings challenges to the employment of migrant workers with low education and skills.It is an important responsibility of the government to solve the employment problem of migrant workers,and it is also an important task for China's national economic development and social stability.Therefore,it is necessary to use good policy tools to solve this social problem and achieve effective government governance.In order to help migrant workers get better employment,Chongqing Municipal Government has formulated and implemented a series of employment policies specifically aimed at migrant workers.Starting from the change of labor market demand caused by the industrial structure adjustment in Chongqing,the paper analyzes the employment situation of migrant workers in Chongqing and the government's employment policies,and extracts the characteristics and effects of the government's employment policies for migrant workers.Through questionnaire survey,case interview,case analysis and other empirical studies to test the implementation effect and existing problems of Chongqing's employment assistance policies for migrant workers,the reasons are analyzed from the four dimensions of Smith model,and the corresponding countermeasures and suggestions are put forward.Although the employment assistance policy for migrant workers in Chongqing has been relatively perfect and has achieved some results,the implementation effect of the policy still needs to be further improved due to the influence of the policy itself,executing agencies,target groups and policy environment.Targeting measures should be taken to improve the implementation effect of the employment assistance policy for migrant workers and enhance the employment security for migrant workers by improving the policy content,enhancing the execution power of the enforcement agencies,mobilizing the enthusiasm of target groups,and optimizing the environment for the implementation of policies.
