A Study On The Government Response Mechanism For Urban Network Management And People’s Livelihood Claims

With the rapid development of electronic information technology in the 21 st century,Internet technology has changed the traditional public opinion ecology on the one hand,and also brought new opportunities and challenges to government public management on the other.At present,our government actively promotes the construction of "Internet government service ".Chengdu network management platform is a clear example and has made good achievements.At present,Chengdu actively builds the "11637" network governance framework system and actively promotes the construction of a new intelligent city.As a new mode of government administration and social governance,Chengdu network governance platform plays an important role in communication and social governance between government and people.The benign government response mechanism is the premise of the active operation of Chengdu network management platform.This paper is to explore the government response mechanism of Chengdu network management platform from this starting point,in order to find out its shortcomings,and contribute its own modest contribution to the improvement of the government response mechanism of Chengdu network management platform.This article uses the literature method,the interview method,the induction summary method to carry on the research.And through my research in Chengdu network administration center,Shuangliu district people’s government and other institutions to provide a first-hand case and data.This paper holds that the government response mechanism of Chengdu network management platform is fragmented,and the analysis framework of the government response mechanism of Chengdu network management platform is constructed under the guidance of holistic governance theory.Firstly,service concept integration: advocating people’s livelihood service-oriented,coordinated integration as micro-guidance;secondly,organizational system integration: creating "government-oriented,enterprises,social institutions,citizens as a supplement" multiple response subjects;third,functional structure integration: response process reengineering and response channel integration;Fourth,information resource integration: information technology support as the basis,government data opening as the key;fifth,supervision system integration: internal supervision and external supervision combined.Specifically,this paper first analyzes the current situation of the government response mechanism of Chengdu network administration platform from four aspects: organization construction,platform construction,work flow and system construction.According to the summary of the interview materials,it was found that the government response mechanism of Chengdu network science and administration platform existed : weak communication and interaction mechanism,insufficient organization and management cooperation,complex work process,low integration of platform functions,and poor policy implementation.The reason of the problem is that the government response mechanism of Chengdu network management platform is unreasonable,the cooperation between administrative departments is insufficient,the ability of information technology utilization is not high,and the supervision and management is not perfect.Finally,based on the theory of holistic governance,this paper puts forward the countermeasures to perfect the government response mechanism of Chengdu network management platform: innovating the scientific idea of the whole government response mechanism of Chengdu network management platform;reorganizing the government response mechanism of urban network management platform to create a diversified response subject;integrating the government response function and providing integrated services;strengthening the integration of government information resources and improving the scientific nature of government response mechanism;integrating internal and external supervision resources and establishing an evaluation and supervision index system of internal and external government network response mechanism.The innovation of this paper is to study the government response mechanism of Chengdu network governance platform from the perspective of holistic governance theory,so as to analyze and peep at the theoretical value and practical significance of holistic governance theory in the government network governance response.
