Research On Governance Of Grass-roots Corruption Based On Root

Grass-roots corruption is a corruption problem around the masses,related to the people’s sense of achievement,happiness,sense of security,related to social harmony and stability.There are many grass-roots civil servants in our country,their corrupt behavior can affect the image of the Party and the government in the hearts of the people.At present,anti-corruption is an important part of the work and construction of the Chinese government.Central leaders have repeatedly stressed that anti-corruption should have no restricted area,all coverage,zero tolerance,and must stick to "tigers" and "flies" to fight together.Under this situation,it is very important to study the evolution mechanism of corruption at the grass-roots level for the prevention and punishment of corruption.This paper,using the method of case study,has collected 317 cases of grass-roots corruption from 2013 to 2018 as a case study.On this basis,the characteristics of corruption in the base of corruption,such as the main information of corruption,the information of the case and the area of corruption,are analyzed..Then,using the method of root-rooted theory to code a number of cases,the evolution model based on the relation network is constructed.On the basis of this,the evolution of the base course’s corruption is analyzed,and the relevant policy suggestions are put forward.The study is divided into six parts:Part one:introduction.In this part,the background and significance of the research are expounded;the related research contents of corruption at home and abroad are reviewed;the related concepts are defined;the theoretical tools,research framework and so on are introduced.The second part:the description and analysis of case information.It is found that the present stage of corruption is characterized by the statistics of the functions,the age,the latency of the corruption,the degree of education,the charge,the amount,the result of the penalty and the area of corruption.The third part:the evolution mechanism model of the base-level corruption.According to the research method of root-rooted theory,the open-label coding,axis coding and selective coding of the 22 selected cases are carried out,and the evolution model is constructed.Based on the motive of corruption and the intention of the other party,the model analyzes the action logic of the corrupt behavior by taking the relationship network as the core element,receiving the property and seeking the benefit as the main performance.The fourth part:according to the evolution model to carry on the analysis to the grass-roots corruption.From the internal driving force and the external environment to analyze the corrupt motive;from the material temptation and spiritual satisfaction to elaborate the power hunting;from the social circle and the relationship strength to interpret the relationship network;from the active request and tacit acceptance to understand the receipt of property;From the illegal operation,the coordination relationship,provides the convenience to clarify to seek the benefit.Part V:Suggestions on comption management at the grass-roots level.From the four aspects of strict law enforcement,strengthening supervision,perfecting guarantee and paying attention to clean government education,the governance mechanism of "no corruption,no want of corruption" has been set up.Part VI:The conclusion of the study.The research conclusions of this study are summarized,including the corruption subject has appeared younger trend,bribery crime as the main crime,engineering construction and financial management is the key area of corruption,relationship is the core element of the evolution of corruption behavior at the grass-roots level,and the relationship is the core factor of corruption behavior evolution at the grass-roots level.It is necessary to set up a complete system of prevention,supervision and punishment to deal with corruption from the aspects of system,guarantee system,rule of law and so on.
