The economic and social transformation in the new century has already penetrated into all levels of society.With the f-urther advancement of economic globalization,the concentrating function of megacities is furtherly strengthenecd,some cities,based on geographical location which are mainly dominated by a large city,with small and medium-sized urban clusters or satellites cities,form a new type of regional complex with clear division of labor and synergistic development,or called "urban organism",The development of regional economy has become a new growth point for the world's economies.With its unique hardware and software conditions,Beijing-Tianjin-Hebei city circle has become another major economic circle after the Yangtze River Delta and the Pearl River Delta urban agglomerations,and plays a pivotal role in regional economic growth.With its rapid economic development and unique resource advantages such as education,medical care,culture,science and technology,politics and so on,Beijing,as the largest city of the Beijing-Tianj in-Hebei city agglomeration,has a strong "siphon effect" in the Beijing-Tianj in-Hebei region,attracting a large influx of people and rapidly expanding the urban population,the number of permanent residents in Beijing has increased from 2.561 million in 2000 to 8.027 million in 2013,with an average annual increase of 0.42 million and an average annual growth rate of 9.2%.Although the large number of population influx brings demographic dividend to Beijing,it has also seriously challenged the resource and environmental carrying capacity,and affected the sustainable development of the capital and surrounding areas.A series of problems of "big city disease",such as traffic congestion,housing difficulties,resource shortages,and environmental degradation are becoming more and more prominent.In order to alleviate various economic and social problems brought about by the skyrocketing population of the capital,our country has specially issued the "Beijing-Tianjin-Hebei coordinated development plan".General Secretary Xi Jinping clearly pointed out in the report of the 19th National Congress of the Communist Party of China:"We will relieve Beijing of functions nonessential to its role as the capital and use this effort to drive the coordinated development of the Beijing-Tianjin-Hebei region.”Therefore,in the Beijing-Tianjin-Hebei region,through the spatial layout,promoting industrial transfer and docking,achieving an orderly solution to Beijing's non-capital function is an important way to solve the problem of Beijing's "big city disease" and achieve a balanced distribution of population and industry.In this research context,this paper focuses on the dynamic mechanism,effect,economic and social benefits of the population disintegration,and the industrial matching after disintegration in the capital.Specifically,this paper includes the following research content:First,this study analyzes the dynamic mechanism and related influencing factors of the capital's population disintegration from the perspective of industrial transfer with Beij ing-Tianj in-Hebei as the system boundary.By constructing a system of capital industrial reconciliation,population deconstruction and related influencing factors,this paper can solve the regional synergy effect of industrial disintegration and the effect of population mobility,and analyzes in detail the problems that are concerned with industrial disintegration of five dimensions with enterprise level,environmental level,population mobility level and grounding cities'population level and grounding cities'economic development level.The vector autoregressive method and the system dynamics method are mutually validated each other,which illustrates the rationality of the conclusion of this study.The research results will provide theoretical guidance and reference for the coordinated development of Beijing-Tianj in-Hebei and industrial reconciliation to promote population deconstruction.This is the research content of the fourth and fifth chapter of this paper.Second,this study evaluates the effect of population disintegration in the core area of Beijing.Constructing an evaluation index system for population disintegration in Beijing,on the surface,the direct indicators of population disintegration are reflected in the orderly reduction of population,further,it reflects the deep-seated social issues related to industrial structure and environmental carrying capacity.Carrying out evaluation research at an early stage is conducive to discovering problems timely,ensuring the direction of evaluation,and providing a theoretical reference for the future work.This is the research content of the sixth chapter.Because the population is closely related to economic development,this study also evaluates the relationship between population disintegration and economic quality changes in various districts of Beijing,analyzes the economic effects of population disintegration,and establishes link between capital population disintegration and economic quality.Based on the grey relational model,this paper explores the relationship between the population deconstruction of the capital and the quality of economic development.The study finds that there is a high degree of grey correlation between the economic development quality and population disintegration in each district.There are synergistic effects between regions when there are differences between regions.The conclusions of the study can not only answer the effect of population resolution to a certain extent in response to the purpose and original intention of population deconstruction,but also provide reference for the subsequent policies formulation of population disintegration.This is the research content of the seventh chapter of this article.Third,in order to further pay attention to the effect of population disintegration and propose feasible suggestions for the next step of formulating relevant relief policies,this paper analyzes the matching of the tertiary industry and population of Beijing-Tianjin-Hebei.Considering that the wholesale and retail trade,transportation,warehousing and postal services,accommodation and catering industry,and real estate industry are the tertiary industries that attracting the majority of the population in Beijing,this study selects these four industries in the tertiary industry as research objects.We use the industry population and economic distribution mismatch to analyze the regional gap among Beijing,Tianjin and Hebei regions.This will have guiding significance on how to better realize the population deconstruction of the capital,the coordinated development of Beijing-Tianjin-Hebei,and the entry of advanced service industries into the central city.This is the research content of the eighth chapter of this article.Finally,based on the above analysis,this paper proposes relevant policy recommendations and makes a prospect.Firstly,we must base on the functional orientation of Beijing,and use the function of non-capital to ease the population;Secondly,it is necessary to build social management data resources that are deeply integrated across sectors,industries and departments,and support the population's resolution;Thirdly,under the support of social management data resources,we must construct the multi-objective decision-making ideas and processes of the capital's population deconstruction;Finally,on the basis of the above,it is important to rationally guide the balanced distribution of Beijing's population and promote the balanced distribution of population in Beijing,Tianjin and Hebei.
