Objective:To study the status of job attraction of community general practitioners at the grass-roots level in China,and to explore the theory and method of perfecting the system of community general practitioners at the grass-roots level.From the perspective of new institutional economics,this paper analyzes the achievements and shortcomings of the system design of community general practitioners at the grass-roots level in China.In view of the needs,post requirements and characteristics of community general practitioners at the grass-roots level,the current health care mechanism and incentive mechanism are scientific and reasonable in the design of research mechanism for the level of general practitioners'attraction to post.Sex.By analyzing the status of job attraction of community general practitioners at the grass-roots level in China and on the basis of mechanism design theory of new institutional economics,this paper combines hierarchy of demand theory with two-factor theory to construct a research model,establishes the influencing factors of job attraction of general practitioners,and analyzes the mechanism of policy on job attraction.Finally,some suggestions are put forward to improve the attractiveness of grassroots community general practitioners.The government should strengthen the construction of grassroots health professionals,guide the sinking of human resources,promote the implementation of the policy of graded diagnosis and treatment,and effectively solve the problem of "strengthening grassroots" human resources.Methods:The research uses the method of multi-disciplinary crossing,and adopts the method of combining empirical research with theoretical research,quantitative research and qualitative research.Guided by the theory and method of mechanism design,a dual-factor model of job attraction is constructed from two levels of individual and post.According to the post characteristics in the field of grass-roots community health and the material and spiritual needs of grass-roots community general practitioners,the causal relationship between motivation and behavior is formed,and the relevant economic and social factors are established to attract jobs.Influence of force.Specific methods include literature research,expert interviews,empirical investigation,statistical analysis and structural equation research.On the basis of literature study,the questionnaire design was carried out,and the sampling method was discussed with the grass-roots Department of Jiangsu Provincial Health Planning Commission.It was decided that the representative grass-roots medical institutions in 12 districts of 6 cities in south,middle and north of Jiangsu Province were investigated by field questionnaires.After the questionnaire was collected,the descriptive statistical analysis and validity analysis of general practitioners'posts in grass-roots communities were carried out by SPSS20.0 software,and the data of the corresponding model items in the questionnaire were substituted into Amos 22 software for structural equation analysis.and the model was checked and revised to verify the rationality of the relevant assumptions.Results:The system construction of community general practitioners at grass-roots level in China can use the mechanism design theory of new institutional economics to establish a multi-level demand,based on material demand and centered on social demand,a noble medical ethics and sentiment with the essence of doctor's professional flow experience.In the elevation of the attractiveness of grassroots community posts,perfecting the professional personality of grassroots community general practitioners and strengthening the health care factors of grassroots community general practitioners are the key factors to enhance the attractiveness of general practitioners'posts.Only on the basis of professional personality and post health care factors,introducing post incentive factors,can the attractiveness of Posts be achieved.It has the promotion effect.At the same time,professional personality can promote the factors of post health care and post incentives,indicating that the professional personality of doctors is the core of post construction of the whole grass-roots community general practitioners,and can be used to improve the professional personality experience of general practitioners.Finally,the post incentive factors can support the post health care factors,so the design of incentive mechanism can effectively enhance the attractiveness of the post.Conclusions:The system construction of community general practitioners at grass-roots level in China can use the mechanism design theory of new institutional economics to
