Study On The Identification And Traceability System Of Wild Animals And Their Products In China

Based on the domestic and foreign mark practice of wild animals and their products,this paper systematically expounded the technology and application status of the wild animals and their products mark,and analyzed the shortcomings of over-subjectivity and lack of objectivity in identifying the scope of the mark,initiatively put forward the quantitative evaluation system to determine the scope of the mark management of wildlife and its products,established the basic structure of the quantitative assessment system,and evaluated the common artificial breeding wild animals and products obtaining the prior mark management species and product types.Through the long-term tracing experiments of mark application of the common artificial breeding wild animals and their products in China,we obtained a lot of first-hand and detailed data,and studied the effect of common marking methods in different animal groups.Based on the existing lack of mark legislation in wildlife protection laws,the paper analyzed the basic role of mark in legal guarantee.According to the revised laws which will be implemented on January 1,2017,suggestions to improve the mark legal system from the aspects of implementing regulations,management methods and policies are proposed,and two suggestion drafts of department rules on the management and scope of the marking have been completed.The mark can achieve the identification of wild animals and their products,and aims to provide the desired traceability results.A strong data information system is necessary as a support.The paper comprehensively analyzed the current mark data system,synthesized the suggestion from the authority departments,mark users,service organizations and the public,brought forward the idea of establishing the basic structure and principles of wild animal and its product mark management information system.We used a variety of methods such as data query,field experiment,social survey,comparative analysis,expert consultation,induction and reorganization,statistical analysis and so on.The main innovations of this study as below:(1)The origin,system and practice of wildlife mark in major countries and regions were systematically expounded.(2)The practices and problems of wildlife mark management in China were systematically sorted out,and the reason and background were analyzed.(3)A quantitative assessment system and indicators for the mark management of wild animals and their products have been created to improve the scientific identification of the mark scope of the wild animals and their products.(4)A comprehensive and systematic comparative study of the mark techniques of the common wild animals and their products in China and around the world have been carried out for the first time.(5)The measures for perfecting the legal guarantee of the mark management according to the wildlife protection law revised to take effect on Jan.1 2017 were proposed,especially,two recommended drafts of Terrestrial Wildlife and Its Products Mark Management Rules and Terrestrial Wildlife and Its Products Mark Management Scope have been completed.(6)The intension of the ideal traceability of wild animals and their products,and the system architecture and construction principles needed were proposed.
