| Forest resources,like land resources and water resources,play an equally important role in the environmental,economic and social impacts of a region.The coordinated development of regional ecological environment and economic society not only determines the rationality of the utilization of forest resources,but also has an important impact on the sustainable development of a region.The research on the coordinated development of regional forest ecological environment and economic society is the focus of the forestry economic research,and also one of the focuses of the regional economic research.As an international tourism island and the largest special economic zone,the change of forest resources plays an important role in the tourism environment,economic forest construction and the maintenance of the ecological environment in Hainan.Based on the international tourist island of Hainan as the research object,the region has characteristics of tropical islands and more obvious characteristics,is a relatively independent natural and social economic system,changes of natural resources have great influence on the economic,social and ecological environment.Taking this as the breakthrough point,from the dynamic changes of forest resources were analyzed,to explore the relationship between the change of forest resources in Hainan province and the economic,social and ecological environment development,reveal the mechanism between the three,revealing the coordination between them in the process of the construction of international tourism island,and further establish the coordinated development mechanism.On the basis of relevant research,the use of modern forestry theory,coordinated development theory,the theory of sustainable development,forest green development,cycle development theory,the theory of ecological civilization and the theory of institutional innovation,the use of statistical data and survey data,using gray correlation analysis method,research method of order relation analysis and data envelopment analysis,systematic analysis of the role of the mechanism of the construction of Hainan international tourism island in the economic,social and ecological coordinated development of forest resources changes,build harmonious development evaluation index system,and using the grey relational analysis of correlation analysis of forest resources changes and state parameter between law,coordination and dynamic timing analysis framework to characterize the coordination between the three degree and coordinated development degree,and further optimize the structure of forest resources,the coordinated development of the film was studied by DEMATEL method The key factors are extracted.On the basis of this,a coordinated development mechanism is constructed and feasible suggestions are put forward.After study,the following conclusions are obtained:(1)The mechanism of coordinated development of economy,society and ecology in Hainan under the change of forest resourcesOn the basis of the analysis of the characteristics and influencing factors of the coordinated development of economy,society and ecology,the mechanism of the coordinated development and evolution is analyzed.Combined with the changing characteristics of forest resources in Hainan and the laws of coordinated development of Hainan's economy,society and ecology,the coordinated evolution of resources,environment and economy,the coordinated evolution of forest resources,environment and society,and the coordinated evolution between economy and society are established.Through the analysis of coordinated evolution mechanism,the evolution track of the coordinated development of tropical forest resources,economy,society and ecology in Hainan is revealed,from the coordination of recession to the economic dominance and to the coordinated development.(2)The index system of coordinated development of economy,society and ecology in Hainan under the change of forest resourcesBased on the analysis of the evaluation index system of the coordinated development of economy,society and ecology,based on the actual situation of Hainan,the evaluation index of coordinated development of Hainan's economy,society and ecology is built.Under the condition of the change of forest resources,the theoretical relationship between economy and society,economy and ecology,between society and ecology and between the three are clearly defined.Selection of system parameters to characterize the degree of coordination of relevant,described by the parameters on the state of the system,so as to form a coordinated development of the evaluation index system,the evaluation index system for the 1 primary target layer,3 layer and 31 index system,according to law and trend of forest resources for preliminary selection of parameters,the use of the grey correlation model to determine the target variables and state parameter correlation,were selected in accordance with the degree of correlation ranking,finally determine the evaluation index system for the 1 target layer,20 indicators of 3 layer system.(3)Using the order relation analysis model and the coordination degree model to determine the coordination degreeAccording to the selected coordinated development index system,the index relationship is weighted by order relation analysis.The weights corresponding to economic development B1,social development B2 and ecological environment B3 correspond to 0.3092,0.2577,0.4329.The coordination degree model was used to measure the economic,social and ecological development index of Hainan in the past 1993-2015 years,and the coordination degree was further evaluated and analyzed.Development index calculation results show:the index of economic development level is low and unstable,the minimum value is 1998 0.0667,the highest value is 0.2473 in 2014,mainly due to the low level of development is a weak economic foundation;social development index showed a relatively stable rise,the minimum value is 0.1286 in 1998,the highest value is 0.2193 in 2015;ecological development index is higher than that of the economic development and social development level,the minimum value is 0.2313 in 1993,the highest value is 0.3100 in 2015,in the ecological environment is excellent.Through the analysis of the coordination degree between economy and society,economy and ecology,society and ecology and the three aspects,the results show that most of the 22 systems are in general coordination and excellent coordination stage,especially after 2003.From the point of view of three system coordination,2008 is a dividing point.Before 2008,it was in general maladjustment and reluctance to coordinate.After that,the general coordination and excellent coordination were achieved.The lowest value was 0.2259 in 1998,and the highest value is 0.9212 in 2013.Through the results,we can see that Hainan's economic,social and ecological development level has been greatly improved through the development of twenty years,and the coordination degree of the three has been getting better and better.(4)The development degree is evaluated and the forest resource structure is optimized by using the ideal value extraction model,the uncertainty method and the optimization model.The development degree is rethought by the idea of "relative quantity",and the development degree is characterized by the relative amount of the actual value and the ideal value.The ideal value is calculated by using the C2R model of the DEA analysis method,and the development degree of the actual value and the ideal value is measured by the set pair method of uncertainty analysis.The calculation results show that during the period from 1993 to 2015,the degree of system development is basically at a moderate level,and the development degree before 2009 is below 0.5.After that,the development degree is higher than 0.52014 years,reaching the highest value of 0.6812 during the period.The minimum value of coordinated development was 0.1038 in 1998,which was a serious imbalance and the highest value is 0.6196 in 2015.It was a general coordinated development.Through the optimization of the structure of forest resources,forest type in the 20 configuration set,on the basis of benefit value as the standard,the 5 scheme is feasible,the scheme 6 and 11 ecological benefits is relatively high;scheme 5 and 6 higher economic benefit;11 higher social benefits,the highest case 6 comprehensive benefits,as optimization of forest structure adjustment.Thus,it can be seen that the forest resources have been developed rapidly since Hainan Province,but the problem of structural imbalance still exists,and it needs to be constantly adjusted.(5)Using DEMATEL the model to analyze the key factors of coordinated development and establish a coordinated development mechanismBy using DEMATEL method to study the coordinated development degree and influence factors of the center,the establishment of coordinate system to determine the influence factors of quadrant location is determined,the international tourism island strategy,forest resources protection and subsidy policy and forest law of the implementation of three key factors,determine the location factors,education level,residents forestry market operators and the degree of perfection of the four key factors and regional factors,residents of education,forestry operators and market perfection and natural conditions,the status of forest resources,the level of economic development,economic development and tropical forest forestry investment by five factors.On this basis,the coordinated development mechanism and regulation means of the three are constructed.They are governance mechanism,market mechanism,cooperation mechanism,supervision mechanism and aid mechanism.At the same time,it puts forward proposals and Countermeasures to advocate green development,improve the coordinated development mechanism,improve the carrying capacity,promote the integration of islands,and adjust the structure and layout of forest resources. |
