Under the background of the transition from incremental development to redevelopment in the eastern of China,there is a new phenomenon that some industrial spaces are transforming to R&D spaces in some development zones of big cities in recent years.The research issue of this paper is why the phenomenon that industrial spaces transform to R&D spaces in China's development zones happened and how it formed.The paper mainly adopts qualitative research,case study and in-depth interview.The research contents are mainly divided into three parts:phenomenon research,theoretical research and demonstratio n,and case study.First,through the research of the characteristics,dynamics and patterns of the phenomenon,the key role of institutions is found,and the theoretical interpretation of the phenomenon is established from the perspective of institutions Then,from the three levels of institutions,such as law,policy and planning,the influence of institutions on the transformation of industrial space is studied and demonstrated.Finally,a complete case study of Nanjing is carried out.At present,the main driving force of the transformation from industrial space to R&D space in development zones comes from local governments and enterprises.Local governments try to guide former enterprise and social capital in the transformation with policies and plans.The multi round game of both sides changed institutions.The institutional change leads and controls the transformation of industrial space to R&D space by realizing the five institutional functions,include defining property right,market trade,reducing transaction costs,distribution of interests,arranging project.At present,redevelopment depends mainly on institutions supply of policies and plans,and it needs the change of law,such as the institution of land development right and the institution of the second land market in especial.The framework of local policies includes 5 aspects:premise condition,land development right,restriction condition,land price and distribution,market trade.The policy changes in these aspects correspond to and realize the five institutional functions.The transition from incremental development to redevelopment requires planning transformation,requires inventory planning and policies integration.The direction of inventory planning reform lies in three aspects:the regulatory detailed planning reform,institutional design and system construction.
