Driven by global sustainable development and green low-carbon theory,China has gradually adopted green development as an important goal of reform in the new era.Port logistics is in a core strategic position in the modern logistics system, therefore,it must be integrated into the international green development model, enrich the domestically lacking theoretical foundation and practical experience, and accelerate the green transformation of port logistics.Based on the existing development model of Chinese port, the government is an important role in guiding and promoting the transformation of the port. How to rationally formulate macro-control measures to accelerate the green development of the port will become an important research content.According to the theory of modern port logistics development model, sustainable development and low-carbon green economy, this paper analyzes the status and problems of Chinese port green logistics development, and provides practical reference for setting hypothetical situation and constructing game models from the perspectives of port development, government regulation and the role of third-party organizations. Then, based on the evolutionary game theory, this paper constructs the evolutionary game model of"port-government" two bounded rational subj ects and "port-government-third-party organization" three bounded rational subjects by setting relevant influence parameters, such as government subsidy, penalty and social reputation of the port due to the evaluation of third party organizations.Replicated dynamic equations,Jacobian matrix and other nonlinear system analysis methods can be used to define the game equilibrium point and stability strategy so that we can know factors that affect the stability of the game. Then MATLAB software is used to do the numerical simulation, and the sensitivity of the parameters in the model and the influence of the initial strategy probability of each subject on the evolution rate are further analyzed. The simulation results reflect the evolutionary stability strategy and reveal the interaction between game subjects. Finally, based on the model and simulation conclusions, suggestions are proposed from three aspects:macro-control measures, port green logistics development and evaluation influence improvement.Through model analysis and numerical simulation results,it can be found that if the port lacks government regulation or the influence of third-party organizations at the current stage,it will not actively increase the investment in green logistics construction of initial strategy, and always needs government to play macro role before getting benefit. If the government and third-party organizations adopt a high-probability initial strategy,it will accelerate port evolutionary stable rate and speed up the construction of port green logistics. What’s more, compared with the government’s macro-control policies, the impact of third-party organizations on the port is significantly smaller. This paper enriches the research theories and methods in the field of port green regulation through model construction, simulation analysis and suggestions, and provides reference for the green development of ports under the guidance of national policies. |
