National key ecological function areas are important barriers to ecological security.Exploring the endogenous driving force of economic growth in ecological function areas and the mechanism of transforming ecological advantages into economic advantages,so as to achieve sustainable and coordinated development of ecological function areas,has an important role in promoting to maintain the national green development space,forw methods of green development and improve social welfare.Zhangjiakou City,which has long been positioned in the capital's water conservation function area,has a weak social and economic strength,and the water conservation target has formed a strait constraint on the development of local industries.This study was guided by the "Two Mountains" theory in Xi Jinping's thoughts on ecological civilization construction,and aimed at the protection of water resources and the sustainable development of socioeconomics in the water conservation function area.Taking Zhangjiakou City as an example,this study analyzed the mechanism of transforming ecological advantages into economic advantages,constructed an economic-water conservation dynamic optimization model,analyzed the realization path of water conservation value,and made policy recommendations.The main work and innovative research results are as follows:A conceptual model of “green water and green mountains are Jinshan and Yinshan” based on the transformation of production methods was constructed,providing a framework for the optimal utilization and effective transformation of natural resources.Under the multisystem holistic framework,the economic connotation of the “two mountains” theory was explained from the perspective of the optimized utilization and effective transformation of natural resources.Starting from the transformation relationship of “resource-asset-capital”,a logical framework for transforming ecological advantages into economic advantages was proposed.The influencing factors of transforming ecological advantages into economic advantages(such as development preferences,technological progress,land use methods and ecological compensation)and path mechanisms(such as industrial conversion mechanisms,financial mechanisms,government financial mechanisms and market mechanism)were proposed.The water conservation value was proposed and calculated.By compiling the 2012 Zhangjiakou input-output table and calculating the gross economic-water conservation product,a dynamic optimization model with the goal of maximizing the gross economic-water conservation product was constructed,and taking Zhangjiakou City as an example,the empirical analysis and simulation experiment were carried out.The dynamic optimization model for the sustainable development of the socio-economic and water resources environment in the functional area has realized that an objective function can simultaneously reflect the positive and negative effects of water resource consumption,water environment damage and water conservation benefits on economic development,and enrich the inputoutput optimization model.The objective function setting also provides a model reference for the predictability of economic-ecological production value indicators that were only calculated based on historical data in the past.By 2035,the total water holding capacity of forests and grasslands will reach 1.32 million cubic meters,and the surface water supply to Beijing will be 525 million cubic meters;the processing capacity of COD and ammonia nitrogen will increase year by year,and the COD at the end of the simulation period will achieve zero emissions;the water conservation value GEWP and GDP increase by 424.73 billion yuan and 415.539 billion yuan respectively,with an average annual growth rate of 6.73% and 6.79%.Combined with the analysis of simulation results,the realization path of water conservation value was proposed,that is,to increase the conversion of water resources consumptive use to non-consumptive use,expand the non-consumptive use of water resources,the reasonable source and distribution of financial subsidies,and cultivate and develop emerging leading industries.
