A Study On The Comprehensive Evaluation Of Sino-African Integrated Business Cooperation In Petroleum Industry

Africa is an important strategic partner and foreign investment destination of China.In the process of Sino-African cooperation in petroleum industry,Chinese enterprises have gradually formed an integrated business cooperation model between China and Africa,and promote Sino-African business cooperation in petroleum industry to achieve leapfrog development.In recent years,with the deepening of economic globalization,the international energy landscape has been constantly adjusted.While developed countries have gradually strengthened their energy cooperation strategies with Africa,African countries have tightened their supervision of international cooperation in the petroleum industry as well.The Sino-African oil cooperation development environment is changing day by day,and the situation is more complicated.It poses many challenges to the integrated business cooperation of Sino-African petroleum industry.An in-depth comprehensive evaluation of Sino-African integration business cooperation in petroleum industry is of great theoretical and practical significance to accurately grasp African countries' oil investment cooperation development environment,promote integrated business cooperation model,and continue to give play to the advantages of integrated business cooperation and promote Sino-African oil cooperation.This paper construct Sino-African integrated business cooperation in petroleum industry evaluation index system from 21 indicators in 6 aspects,which are resource endowment,cooperation basis,export-oriented economic dependence,bilateral cooperation mechanism,regulatory environment and cooperation risk.Through models analysis,Nigeria,Algeria,Egypt,Ethiopia,Mozambique,Tanzania rank top,and are giving priority to integrated business cooperation.For the countries with lower rankings,an-depth analysis of the evaluation indicators that have a negative impact on the evaluation results is given,identify the key resistance points of cooperative operation,and take corresponding measures to promote the integratedcooperation between the two countries.In addition,at the national level,policy support should be provided from the perspectives of improving macro policy,promoting policy coordination,promoting multi-bilateral agreement signing,promoting the development of economic and trade cooperation parks,strengthening public opinion propaganda,and standardizing corporate overseas behavior.At the enterprise level,policy support should be provided from the perspectives of improving the integrated cooperation model,enhancing the integrated management level,improving the transparency of overseas operations,and strengthening compliance management,and promote Sino-African business cooperation in petroleum industry.The innovations of this paper are as followed.First,it brings the theory of integration into the study of Sino-Africa petroleum industry cooperation.Second,it builds the evaluation index system of Sino-African integrated business cooperation in petroleum industry,and provides investment environment analysis tools to promote Sino-African integrated business cooperation in petroleum industry.Third,it puts forward the development path and guarantee system of the Sino-African integrated business cooperation in petroleum industry.
