Coordinating community development and ecological protection is important while difficult for the development of national park system in China.Around the world,national parks and protected areas have been protected from passive protection towards community participation conservation.However,in the pilot stage of China's national park system development,some pilot areas still take the passive protection strategy of ecological migrants in the core area to simplify community issues.Community planning policies are mostly general and homogenized terms,due to the lack of systematic understanding of the status quo and problems of community management,community participation mechanism,and community development in pilot areas.Community issues in the pilot areas of China's national parks system are taken as as the research object and entry-point.Using integrate multidisciplinary research methods,a research framework for community planning based on the multi-scale analysis of community issues is established.Taking Wuyishan as the example,the study systemetically analyses the community issues and the formation mechanism in the pilot area from the three scales of the region,the pilot area and the community,and then feedbacks and improves the content of the planning research framework.and research methods.The study firstly establishes the theoretical framework for the study of community planning in China's National Park System Pilot Areas,which fills in the research gap in the community planning of Wuyishan National Park System Pilot Area and provides theoretical and case reference for community planning in other protected areas in China and around the world.Through a great deal of field investigation and interviews,the research uses the systematic analysis method of coupling space and mechanism to analyze the status quo and the formation mechanism of the community issues in Wuyishan National Park System Pilot Area from the three scales of the region,the pilot area and the community.The study reveals the complexity,scale-effect and uncertainty of the community issues in Wuyishan National Park System Pilot Area,and summarizes the root causes of community issues in terms of awareness,technology,and institution.Based on a systematic understanding of community issues,the study proposes the optimization goals,namely "Regional coordination development,optimization of man-land relationship,and improvement of community capabilities".And the optimization strategies for community planning are proposed in terms of both space and mechanism.The spatial planning optimization strategy includes the delineation of multi-layer ecological buffer zone,adjustment and refinement of function zoning plan,and optimization of community classification regulation.The mechanism optimization strategies include: improving the joint conservation mechanism and the regional coordination mechanism;optimizing the property right system of the resources and improving the community participation system;refining the community development mechanism and promoting the community delopment plan.The study conducts a systematic study of the Wuyishan National Park System Pilot Area community planning and initially tries to explore community-planning approach to achieve a harmonious man-land relationship in the national parks in the eastern part of China.From the perspective of community planning,the study provides policy recommendation for improvement of master planning and institutional construction of China's national parks.
