In the past four decades since the reform and opening up,China's economic development has achieved remarkable results.The economic aggregate surpassed Japan in 2010,ranking the second in the world,and has remained so far.Behind China's rapid economic growth,is a delegate with the environmental pollution caused by the increasingly serious and needs to solve the problem of the social environment,such as water pollution,air pollution and soil pollution directly threa tened the residents of drinking water safety,security and food security of breathing,and caused a series of new health problems.On a macro level,whether it is after the reform and opening up a new era in front of the "people's increasing material and c ultural needs and the contradiction between the backward social production",or the new age "the good life is people's increasing need insufficient and uneven development of the contradiction between",environmental problems has always been more deepen "hammer" of the main social contradiction.Therefore,environmental pollution seriously restricts the progress of our society,the sustainable development of economy and the realization of people's demand for healthy and green living.Therefore,in November 2012,the 18 th national congress of the CPC made a strategic decision to "vigorously promote the construction of ecological civilization".In October 2017,the further points out the party's 19 "green development","strive to solve the prominent environmental problem" and "intensify protection of ecosystem" and "reform the ecological environment regulation system of the new requirements.But environmental be in harmony with the economic development and the overall planning,especially in the present our country's economy by the high quality development stage of rapid growth stage,must adhere to quality first,efficiency first,improve the total factor productivity.Therefore,discusses the influence of environmental regulation on pollutant emission control effect,it becomes very important and protruding foothold and core content of this study should be of the pollutant emission effects of environmental regulation and governance effect,were focused on the analysis of environmental regulation on pollutant em issions and the impact of total factor productivity in two aspects.Study of both the relevant environmental regulation and pollutant discharge or total factor productivity correlation literature,for the purpose of this article research train of thought of development and research problem has an important reference and guiding significance to the sustained and in-depth,but there is room for mining related research.Definition,first of all,the scholars of environmental regulation from the perspective of government regulation,ignoring the enterprises,social organizations and public participation in governance,which also conflicts with the party's 19 big put forward new system of environmental governance,resulting from the some should not belong to the government regulation technology innovation are summarized for the government regulation behavior instead of good results.Second,scholars in using data envelopment analysis(dea)method to measure the total factor productivity,how to ignore the inter-temporal and comparable features such as heterogeneity,and assuming that all decisions making units exist same technology frontier,this paper will consider the above factors to measure,furt her enhance the accuracy of the measurement results.Third,the core issue for environmental regulation affect the total factor productivity of the mechanism analysis and empirical research,this article will separately from the nonlinear effect and the spatial spillover effect mechanism two aspects to analysis.Based on the above research purpose and the shortage of the existing research literature,this article will follow the logic structure from the aspects of theory and empirical test,try to research environmental regulation effect of pollutants discharge management.Firstly,study relevant literature on the basis of clarifying the purpose and significance of the study,explore new research innovation points,determine the research methods,and correspond to the introduction part of the first chapter of the thesis.Secondly,in terms of environmental regulation,pollutant emission,and total factor productivity in three aspects of related concepts,and measure the relevant variable values,under the analysis of regional level of their development,corresponding to the paper status quo analysis of the second section.Thirdly,we construct the mathematical model to analyze the transmission mechanism of environmental regulation on total factor productivity from different angles,and put forward relevant research hypotheses,corresponding to the third chapter of the thesis.Then,after the 2003-2015 panel data from 273 cities and 30 provincial panel data,build the panel threshold model and spatial econometric model,on the above research hypothesis verification,corresponding to the paper,five,six chapters 4.Finally,based on the previous research results,the policy recommendations for reducing the total factor productivity of pollutant emissions from the perspective of environmental regulation are proposed,which corresponding thesis is chapter 7.Empirical research is the main content of this paper,used for studying the validation of the hypothesis,in order to solve "the influence of environmental regulation of pollutants discharge effect" and "environmental regulation effect on the total factor productivity effect" two questions.Respectively,(1)in the fourth chapter using the panel data from 273 cities to measure local environmental regulation and social environment regulation,using 30 provinces,municipalities dir ectly under the central government and autonomous regions of provincial panel data to measure administrative control,market incentives,voluntary consciousness,economic investment,cost of environmental regulation,build space durbin model analysis of the environmental regulation on pollutant emissions and the effect of the pollutant emissions under the unit of output.Think the government environmental regulation and administrative control environmental regulation and cost of environmental regulation are unfavorable to reduce pollutant emissions,social environmental regulation,market incentive environmental regulation,voluntary consciousness environmental regulation and economic investment environment regulation are conducive to control pollutant total amount has increased,but all types of environmental regulation is beneficial to reduce emissions under the unit of output.Chapter 5.2 adopts the data of 273 urban panel data from 2003 to 2015 to build a dynamic panel econometric model containing environmental regulations and threshold variables.Chapter 5.3 the 2003-2015 data of 30 provinces,municipalities directly under the central government,autonomous regions,and adopts Hansen(2000)panel threshold model,the empirical analysis of environmental re gulation tools classification perspective with the threshold transformation effect of total factor productivity;Section 5.4 using provincial panel data from 2003 to 2015,based on economic investment and the expense type environmental regulation and their respective quadratic item,building dynamic panel econometric model,the empirical analysis with the nonlinear effect between total factor productivity.Think government environmental regulation,social environmental regulation effect on the total factor productivity is to road infrastructure,industrial structure,marketization level and the degree of opening to the outside world for threshold variable nonlinear effects,administrative controlling environmental regulation,market incentives,environmental regulation to the total factor productivity in financial development and the influence of FDI to threshold variable threshold effect,voluntary consciousness type environmental regulation effect on the total factor productivity is based on human capital level threshold variable threshold effect,economic investment environment regulation and expense type environment regulation effect on the total factor productivity is based on its own threshold method of nonlinear effect,only cover after a certain threshold or keep within the threshold value,can be improved for total factor productivity.(3)sections 6.3 and 6.4,respectively using 2003-2013,273 urban spatial panel data and section data of 2013,analyses the regional environmental regulation,social environmental regulation and government regulation effect on total factor productivity of space effect and spillover effect directly.It is believed that the government environmental regulation has negative direct inhibitory effect on local total factor productivity,but it has a positive spillover effect on the improvement of total factor productivity in adjacent areas.The social environment regulation has significant direct effect and indirect positive spillover effect on total factor productivity in the region and adjacent areas.Both the region's fiscal decentralization degree of ascension,and adjacent areas of fiscal decentralization degree of ascension,all conducive to increase local environmental regulation effect on total factor productivity of marginal utility,the influence of the final trend is to develop total factor productivity.Finally,based on the above research,from the "perfect environment management system,promote the development of green","priority to education,perfect the market economic system,weakening environmental governance mechanism","adjust measures to local conditions,reasonable set the intensity of environmental governance,strengthen governance aim","pay attention to environmental governance space defense cooperation" four aspects related feasible policy Suggestions are put forward.
