Abstract/Summary:
After years of development,China has achieved remarkable results in the economic and social fields,but the extensive development,which relies heavily on resource investment,has caused severe environmental problems.In environmental management,different stakeholders use different regulatory tools,which makes environmental management become a multi-party game.Therefore,it is necessary to clarify the effectiveness of various regulatory tools to achieve collaborative management.At the same time,total factor productivity is an important index to effectively evaluate the effect of management practice.The 19 th National Congress of the Communist Party of China also mentioned the issue of total factor productivity.A large number of studies have shown that factor allocation plays a key role in the promotion of TFP,and in essence,environmental regulation is the optimization of factors.Therefore,it is necessary to study the means of environmental regulation and explore the path to improve the total factor productivity in order to improve the practice of environmental management.Through the research on the relationship between environmental regulation and TFP,we can further fill in and improve the relevant theoretical system,reveal the possible influence channels,and provide a theoretical basis for the selection of appropriate regulation intensity and the introduction of relevant management policy portfolio;In reality,by clarifying the effectiveness of different regulatory methods at different intensity levels,we can provide better support for management practice,promote the construction of environmental management in China,achieve win-win results among the government,enterprises and the public,and promote sustainable development.In this study,ACF method is used to measure total factor productivity,HDI index is used as the basis to implement regional division,and threshold and spatial Durbin model are used to study the relationship between environmental regulation and total factor productivity.The results show that: under the government led and public participation scenarios,the two have threshold and spatial correlation,and show heterogeneity due to the different regulatory intensity and region.To sum up,all localities should formulate specific policies according to the actual situation,and establish a trinity environmental management system to enhance green productivity.
