Research On The Relationship Between Health Expenditure,People's Health And Economic Growth

In March 17,2009,the Central Committee of the Communist Party of China and the State Council announced the opinions on deepening the reform of the medical and health system.Since then,the new medical reform has been launched.Especially since the Eighteen National Congress of the CPC,we have made significant progress in deepening medical reform.In December 27,2016,the State Council issued the "13th Five-Year" deepening medical and health system reform plan ".The plan not only systematically summarizes the achievements of China's medical reform in recent years but also points out the direction of medical reform in the next five years under the great background of building a new era of socialism with Chinese characteristics.The total cost of health refers to the total amount of money that a country or region spends on medical and health services over a period of time(usually one year).It includes government health expenditure,social health expenditure and personal health expenditure.This paper mainly studies the financial allocation for health services at all levels,that is,the government's health expenditure.Now,we have entered the "13th Five-Year" period.The 13th five-year plan period is not only China's comprehensive completion of the decisive stage of well-off society but also a critical period to establish and improve the basic medical and health system and promote healthy China construction.With the development of the economy and the deepening of the reform,people are more concerned about their health and the need for health is also growing.But in China,the total amount of health expenditure is insufficient,the structure is not reasonable,the distribution is imbalanced,the supply subject is relatively single,the service abilities of grass-roots units is weak and other issues are still quite prominent.The institutional system of ensuring people's health is still not perfect.Under the background of the new healthcare reform,,we need to improve effective allocation of government health expenditure to solve these problems and promote the optimization of the structure of health resources.So,what are the factors that affect people's health?Can the increase of government health expenditure promote the improvement of people's health and economic growth?How much is the government's health expenditure?We hope to provide references for developing health policies that promote people's health and economic development.This research mainly adopts literature research method and qualitative and quantitative research methods.Among them,the literature research method is mainly embodied in:Find and compare a large number of relevant literature,it has reference value and reference significance for the influencing factors of people's health in China and the relationship between government health expenditure,people's health and economic growth by theoretical and empirical analysis.The combination of qualitative and quantitative analysis is mainly embodied in:The related concepts of government health expenditure,people's health and economic growth and the interrelated mechanism between the three are qualitative analysis.The above analysis provides a clear direction for subsequent research.After that,various models were set up for quantitative analysis of the above relations.The paper suggests:First,the promotion of personal medical consumption and government health expenditure has no significant effect on people's health.China's health expenditure has not kept pace with people's health,and the structure of health expenditure still needs further improvement.For example,we should change from "heavy treatment" to "heavy prevention".We should continue to increase the total amount of government health expenditure and increase the proportion of government health expenditure to GDP.Government health expenditure should be tilted to primary health care institutions,and differentiated medical insurance subsidy policy should be implemented.Second,labor migration and stable labor force in provinces,healthy human capital can promote economic growth.Third,China's economic development and the government's health expenditure on grassroots medical institutions are conducive to the improvement of people's health.Fourth,our government health expenditure growth rate than the growth rate of GDP can reach the level of high-income countries in our country,at the same time,the government health spending as a proportion of GDP will be close to and above the level of high-income countries.As a result,in the background of increasing government health expenditure,increasing people's health needs and low economic growth rate,it is very necessary to study the relationship among government health expenditure,people's health and economic growth.It is of great significance to improve the social environment,the level of social medical service,national health and promote social harmony.
