Research On Manage And Control Effect Of Land Use Planning Towards Cultivated Land Layout In Jiujiang County

Cultivated land is the essence of land resources.Because our country has a big population and little land,highlights the importance of cultivated land protection.This article selects the Jiujiang county as study area,using GIS technology,build the landscape index evaluation system and space concordance evaluation model.Based on the view of cultivated land fragmentation and space concordance to discuss manage and control effect of land use planning toward cultivated layout,it is to provide theoretical and scientific basis for realize scale management of cultivated land,the cultivated land resource sustainable use and the basic farmland protection areas designated.Paper first analyzed the land use planning to cultivated land layout control objectives,methods,on this basis,put forward the research thought from two aspects of the cultivated land fragmentation and space concordance to evaluate the cultivated land layout manage and control effect from the theoretical level.Secondly,by building the measure model of cultivated land fragmentation,on the basis of measure cultivated land fragmentation of space form and cultivated land spatial layout determined by the general land use planning,analysis of land use planning on cultivated land fragmentation of control effect.Again,by building space concordance model,evaluate planning implementation status and forecast of cultivated land for the adjustment of the layout space concordance.Finally,analysis of the relationship between the space concordance of cultivated land layout adjustment and the change of cultivated land fragmentation.This research main conclusion as follows:(1)Based on the view of cultivated land fragmentation controlled studies of cultivated land layout have shown that the planning control effect of cultivated land is not ideal.Land use planning as determined in accordance with the requirements of the concentrated,scale management of cultivated land layout form can reduce the degree of cultivated land fragmentation,as can be seen from the data analysis of Jiujiang county of the general land use planning is expected in 2020 will decrease of cultivated land fragmentation.But in the process of implementation,2014 of cultivated land fragmentation degree increased compared with 2005,this suggests that the land use planning on cultivated land layout regulation failed to achieve goals.(2)In the process of the general land use planning control,the space concordance of cultivated land layout is general.Through the analysis and comparison of 2014 cultivated land layout present situation and the planning target years 2020 layout,space scale control index of cultivated land layout and space scale control process concordance index are higher than 0.9,the space scale control results concordance index is smaller.Cultivated land layout planning forecast and evaluation years inconsistent part is divided into in violation of planning and planning un-implementation part,Jiujiang county planning un-implementation part affect the cultivated land layout of space concordance before and after the planning more.Planning for violation of the cultivated land planning layout control effect is good,and for un-implementation the cultivated land layout the control effect is poorer.(3)The general land use planning of basic farmland protection area of cultivated land layout control effect is very ideal.Based on the view of cultivated land fragmentation,basic farmland protection area of cultivated land is concentrated,fragmentation degree is small,moreover needs strict management of basic farmland protection areas,shall not be occupied,so its intact,in the process of planning implementation,the change of cultivated land fragmentation degree is not obvious;Based on the view of space concordance,the cultivated land of basic farmland protection area concordance realization degree is high,three index tend to be 1.(4)In the process of the general land use planning manage and control cultivated land layout,planning un-implementation part affect the cultivated land fragmentation more.The realization of the concordance degree of land use planning of overall cultivated land space controls will affect the cultivated land fragmentation degree,Jiujiang county planning un-implementation of a part on the degree of overall cultivated land fragmentation,plans for increased,the actual part does not change of not been implemented part mainly adjusted.
