political,economic,social,environmental,military,information,frequent exchange across borders and have increasing far-reaching impacts on the people.Since the 1970s,the global problems in the social sphere have crashed the international community constantly.In the nineties of the twentieth century,with the progress of information technology,opening development and globalization have more profound and comprehensive impacts on people's daily lives.International and domestic strategy,diplomatic and development strategy have formed an integrated large strategic system.The main direction of the global development show in three aspects:the overall trend of the economic,political,cultural and social activities;the rapid development trend of the innovation-oriented industrial structure;take the concept of sustainable development values seriously,extensive the rational activity of cooperation,opening,win-win and share.The pace of the globalization of the world economy are accelerating,opening development have developed into a new coordinate of human activities.Two-way opening is an inevitable choice to enhance China's international status.The 18th Party Congress of the CPC have clearly put forward the "two hundred years struggle goal",that is,by 2020 to build a well-off society,make the socialist modernization full realization in 2050.The great goal of achieving "two hundred years struggle goals"must be based on openness.Opening development not only led to the rapid development of China's economy,but also accelerating political construction,social construction,cultural construction and ecological civilization construction pace.At present,China has become one of the fastest growing and most dynamic economies in the world.In the context of a new round of globalization,opening development is both an opportunity and a challenge.In the perspective of strategic philosophy,the current face of the bidirectional opening task,that is,internal opening and opening to the outside world,and to achieve the overall optimal layout of the social organ ultimately.At present,the domestic scholar study the openness mainly from economical fields,which led to the economic growth been concerned most,while the problems such as the majority of the population are poor,unemployed,unequal distribution of benefits have appeared in the long process of development of developing countries.People have begun to rethink that the economic growth is not its ultimate goal,how to achieve a balanced and healthy development of society and the free and comprehensive development of human are the essence of economic growth.Opening development needs to include the political system,social culture,social quality,human customs and other broader content,can not ignore the political and social culture and just seek the economic growth,the fact also show that the opening up is a process which the politics,economics,society interacting with each other.China's opening developments has gone through different periods,and in the process of opening up fresh vitalities have been poured into the Chinese economy.Today we need to think about how to further expand the opening seriously and understand why China should push building an open society to a new stage.It is necessary to understand that in the whole process of social history,although there will be a certain stage,a field of confinements,confrontations,and even local contradictions,disputes and wars,but these can not change the world's great historical process;although the world exists society culture,ideology,power structure differences,and the resulting disputes of interest,but these can only affect the specific stage of the country's policy decisions.In the long run,openness is the general trend of the development of human society,we need to take advantage of the situation.Bidirectional opening,including internal opening and opening to the outside world,it is to optimize the overall layout of the community,to achieve maximum efficiency of resource allocation in effective ways.At present,the inclined developments of economical structure are exiting in China's economical
