Innovation chain is a structural model, which combines the interactive subjects together through the innovation process, revolving around one or more cores, with the purpose of realizing the economization of knowledge and the optimization of innovation. Its structure differentiates from the view of industry, function and space. Some provinces and cities in the Mainland cooperate with Taiwan actively by the construction of industrial park, forum and personal communication, as form themselves into different kinds of innovation chain. The development of those innovation chains states that, the bilateral cooperation will be closer and deeper.Guangdong, the advancing receiver of Taiwan industrial migration, cooperates with Taiwan superficially on contrast of other provinces and cities. The innovation flows from Taiwan unilaterally. The situation does harm to Guangdong's ability of self-direct innovation as well as to the bilateral relationship.To improve the situation, the strategy of constructing a bidirectional innovation chain between Guangdong and Taiwan is suggested. The bidirectional innovation chain is bilateral, competitive but cooperative, and continuable, which links the self-direct innovation with technical cooperation together. It can improve Guangdong's ability of innovation, benefit from the scale economy, and also consolidate the bilateral cooperation.Based on the feasibility analysis, it is suggested that improving Guangdong's innovative environment, giving prominence to the key points, exploring more opportunities in the bilateral cooperation, etc, could contribute to the construction of bidirectional innovation chain, that is, to gain the win-win situation.
