Information and Communication Technology is the fundamental industry that promotes national economic restructuring and industrial upgrading. It can effectively stimulate and enhance the economy. China proposed a transition to innovative economy, which makes the guiding role of ICT industry much more essential. With almost 20 years rapid development, ICT industry steps into a mature stage of the industry life cycle. ICT grows slower than GDP tends to be more common. Under the condition, the industry striving for a innovation in development has been a unique option. In addition, Internet integrates and penetrates into different fields and industries in a climbing speed, which demands the enterprises enriching horizon, combining the innovation from outside with learned internal knowledge to form the internal and external collaborative so that promote enterprises' innovation capability. In the 21st century, collaborative innovation has become a hot topic in academia.However, the research achievements are relatively trivial and a general theory has not been formed; it is rare that studying the collaborative innovation with a internal-external combined view, which leaves the achievement of innovation by internal and external resources within enterprises an urgent issue to be further explored. Under this circumstance, we takes ICT enterprises for an example to study the innovative network by internal and external collaboration and explore the way of enhancing capability in enterprises. The results have practical guidance for the innovation and development of ICT enterprises and enrich the contents of collaborative innovation theory.With respective to the theory of the comprehensive innovation management, the theory of social networks, the theory of capability of enterprises, the theory of collaboration, the model of advanced molecular structure as well as the assessment of cloud model, this thesis explores the innovative network for ICT enterprises in an internal-external collaboration. From the views of ICT enterprises, we study the effects by internal innovation components and external innovation network to the key performance indicator in enterprises. The major scopes of this thesis are as follows:(1) This dissertation explores three typical ICT enterprises in practice. By studying multi-cases and relative references, it explores the structures of the external innovation network and internal innovation components in ICT enterprises; and establishes a general system of internal-external collaborative innovation for ICT enterprises.(2) With the proposed framework of internal-external collaborative innovation, we collecte the ICT enterprise data by questionnaire; and then analyses the effects to the key performance indicator brought by collaborative innovation, according to the multi-analyses for various factors and models.(3) With the perspective of internal-external collaboration in enterprises, we adopt Delphi method and subordinate degrees calculation to establish a general system of internal-external collaborative innovation for ICT enterprises assessment, corresponding to the external network,internal innovative collaboration and internal-external network collaboration(4) Employing the theory of nornal cloud, this dissertation develop a comprehensive method for enterprises assessment based on the cloud model. By combining the proposed standard system in Chapter 6, we verify the enterprises assessment of internal-external collaborative innovation.The contributions of this thesis are as follows.(1) We establish the internal-external collaborative innovation network system for ICT enterprises.Based on the current theoretical achievements, this thesis analyzes the fundamental formation of external innovative network and internal innovative components of ICT enterprises by multi-case study. Then, it merges the two models into a unified framework and establishes the internal and external collaborative innovation network system for ICT enterprises. The thesis takes some ICT enterprises as examples and enriches the collaborative innovation theory in practice from a new perspective. Then it fuses the internal and external innovative network of enterprises solves the problem of the isolation of external innovative network and internal innovative component and enriches the collaborative innovative theory.(2) This thesis indicates the effects to the key performance indicator brought by the internal-external collaborative innovation for ICT enterprises.The current research discuss the influences on the innovation performance, corresponding to the external innovative network and internal innovative component respectively. This thesis raises the research hypothesis of the influences to the key performance indicator brought by the internal-external collaborative innovation in enterprises. Then uses the model of the advanced molecular to verify the proposed theory, analyzes the mechanism of the internal-external collaborative innovation in enterprises and solves the limitation of exploring the collaborative innovation network merely from a single point.(3) Establish an index evaluation system for internal and external collaborative innovation of ICT enterprises.Real innovative activities of enterprises need the unity of internal innovative elements and external innovative subject network, while recent research enterprises' collaborative innovation capacity merely focus on inside or outside of the enterprises separately. Based on internal and external innovation collaboration network system, our work take 1) the collaboration of internal innovative elements 2) external innovative subject network and 3) internal-external collaboration network to a comprehensive consideration in order to enhance the evaluation index system. Furthermore, we use improved evaluation system which is a cloud model to carry out survey and research practically. Our work verify the feasibility of the evaluation index system, meanwhile, it proposed a more scientific method for ICT enterprises to assess their collaboration capability.
