Research On The Evaluation System For The Urban Rail Transit Industry Security In China

With the rapid development of global economic integration, urban rail transit(URT)has become an indispensable part of urban economic development. URT is considered as the core of the urban public transportation, and its’ operation mode containsmany ways, such as railway includingsubway, urban railway includingsuburban railway, light rail, single rail and new transportation system and so on. Improvement of URT network,not only can alleviate the city’s traffic problems, optimize the industrial layout, save urban land, but also can enhance the overall urban operating efficiency, promote the development of urban economic. However, in the rapid development of urban rail transit today, there are still problems aboutthe development of URT industry. One of them is that URT safety assessment the first is the industrial safety problems significantly affectdevelopment potential of URT industry as well as the safety, stability,and healthy development of related industries.Based on the problems in the safety assessment for the URT industry, we study the related theories, methods, and the development of Chinese URT industry. We investigate the safety assessment system for the URT industry from the macro, meso and micro perspective using the ecological system theory of rail transit industry. From the macroscopic perspective, we model the economic and social effects of URT industry and analyze the influence of the development of URT industry on the macro economics and society. From the meso perspective, we study industrial relations of URT industry safety using the input-output analysis method and the industrial relation theory. From the micro perspective, we define the operational risk, and investigate the internal industry relations of URT in the terms of operational and financial risk factors. Finally,we build a safety assessment system of URT industry including the related models and evaluation index system.Moreover, we make an empirical analysis on the new URT industry safety assessment system using the real data. Firstly, the URT industry depends strongly on the second industry and the complete dependence degree on all industries increases differently over time based on the empirical study of the external influence factors of urban railway transit industry safety. Secondly, the study of the induction degree of URT industry shows that the induction coefficient is less than 1, and the induction ability is weaker compared with other industries. The upstream and downstream industry departments have close relations with the urban rail transit industry. Finally,we find that the internal financial risk gradually increases on the whole URT industry.
