After a long time of development in founding period of New China,the manufacturing industry in Northeast China has a solid foundation.But following the deepening reform and openness,the slowly industry upgrading process of manufacturing restricts economic developing in Northeast China.In 2003,< Some opinions of the CPC Central Committee and State Council on implementing the strategy of revitalizing the old industrial bases in Northeast China> provided an opportunity to manufacturing.However the results of policy are not obvious after a decade.In 2016,the State Council published <Opinions on further promoting the implementation of a new round of Northeast Revitalization Strategy to speed up the economic stability of the northeast to improve a number of important initiatives> to speed traditional industries upgrading,support resource depleted region transformation,foster new momentum of economy,strengthen innovation carrier and platform construction.Therefore,the upgrading of manufacturing industry in Northeast China is an urgent problem to be solved.High-tech industrial,which belongs to technology intensive industries,has features of high permeability,high input,high yield and high risk.Northeast high-tech industry plays an important role in regional economic development.It can promote economic growth and constantly optimize the industrial structure.The development of high-tech industry has a leading role on the traditional manufacturing industry,which can improve the competitiveness of traditional manufacturing industries.It is precisely because of the important position and role of high-tech industry in the process of industrial development in Northeast China.Therefore,the rapid development of high-tech industry in Northeast China is the necessary choice for the revitalization of northeast china.Industrial upgrading is an urgent problem to be soveled in Northeast China.Industrial upgrading is not only a technical or economic phenomenon,but also the process of social development and the advantage of industry based on its factor endowments.It is the process of self-development ability in promoting the social technology under cultivation,stimulation the deposition after gradually adapting to the environment change.Industrial upgrading is also a dynamic process of transforming factor endowments,strengthening competitiveness and optimizing industrial structure.Simply,the essence of industrial upgrading is to gain and maintain competitive advantage,and constantly improve the production efficiency and competitiveness of the industry process.The study starts on the point of total factor productivity in northeast manufacturing industry,and analyzes influence mechanism between total factor productivity and industrial upgrading based on the existing domestic and foreign literature.Firstly,using the DEA-Malquist index to calculate and decompose the total factor productivity of high-tech industry in Northeast China.And then construct industrial upgrading index system,using entropy method to evaluate the industrial upgrading.The final selection use random effects model to verify the effect of TFP growth and industrial upgrading of input and output abilityof industrial upgrading.This paper draws the following conclusions:(1)during 2000-2014 period the total factor productivity of high-tech industry in Northeast China presented growth trend,which was due to technological progress and technical efficiency;(2)industrial upgrading,industrial upgrading investment capacity and industrial upgrading production capacity of the high-techindustry in Northeast China overall grew up.The industrial upgrading capacity growth mainly depended on the industrial upgrading investment capacity growth;(3)the total factor productivity of high-tech industry in Northeast China had a promoting effect on industrial upgrading,and upgrading of industry investment capacity and industrial upgrading production capacity had positive influence.
