| As the innovation-driven development strategy is implemented further,the national high-tech industrial development zones play a significant role in promoting high-quality economic development as an important carrier to deploy the task of industrial transformation and upgrading nationwide.Among other things,promoting the healthy growth of a large number of high-quality small and medium enterprises via industrial agglomeration is not only the fundamental experience gained by the practice of national high-tech zones in the past 30 years,but also the key to playing a role in industrial layout of national high-tech zones.In the same time,with the basic formation of countrywide layout of national high-tech zones,the nationwide industrial layout of high-tech zones exists some problems including incompatibility and inconsistency in promoting the development of enterprises.Therefore,the topic of impact of industrial layout on enterprise performance is academic and practical for conducting the industrial development of national high-tech zones.As an excellent representative of SMEs,gazelle enterprises own the characteristics of fast growth,strong innovation ability,new professional fields,great development potential,and being forward-looking and leading,and represent the orientation of industrial development of high-tech zones to a certain extent.Based on the implementation of the innovation-driven development strategy,the paper selects high-growth enterprises in national high-tech zones that satisfy the primary criteria of Gazelle Enterprise as the subjects and employs the theoretical and practical discussions about the influence of industrial agglomeration of national high-tech zones on total factor productivity of enterprise to answer the essential question that how industrial layout promotes enterprise performance according to the order of"Research Propositions—Conceptual Theory Review—Analysis Framework Design—Measurement Empirical Analysis—Case Verification Description—Optimization Path Suggestions." The following parts illustrate the main contents and discussions:1.As the theoretical and practical basis of study,this paper reviews the industrial agglomeration theory,total factor productivity theory and industrial layout theory,combines the formation and evolution of industrial layout in high-tech zones,focuses on clarifying the interaction between government,enterprises and industries in high-tech zones,analyses the current situation and existing problems of industrial layout in high-tech zones,and puts forward the analysis framework of industrial layout of high-tech zones and enterprise performance.Accordingly,the following chapters of this paper carry out the measuring demonstration on the degree of industrial agglomeration of high-tech zones,enterprise performance,and how industrial layout affects enterprise performance.2.Based on the perspective of industrial agglomeration,this paper measures the industrial agglomeration of high-growth enterprises in high-tech zones in EG method.The main conclusions are as follows:(1)High-growth enterprises in high-tech zones have the industrial agglomeration in geographical space.(2)The higher the degree of technological progress of high-growth enterprises,and the higher the degree of integration with emerging industries featuring in the higher the degree of industrial agglomeration.(3)The industrial distribution of high-growth enterprises is differentiated,and the degree of industrial agglomeration is relatively high in industries with large differences in internal technology and format;the industrial distribution of mature and balanced internal technology industries tends to be decentralized.(4)By measuring the industrial agglomeration of high-growth enterprises in Beijing-Tianj in-Hebei,Yangtze River Delta and Pearl River Delta high-tech zones,it is found that the three economic zones have initially formed a pattern of great geographically inter-regional industrial synergy.3.Based on the perspective of total factor productivity,this paper measures the total factor productivity of high-growth enterprises in high-tech zones in ACF method,and observes the distribution characteristics of total factor productivity of enterprises from multiple statistical dimensions.The main conclusions are as follows:(1)The greater the technological differences within industries,the higher the technological threshold,the stronger the technological monopoly,and the higher the overall level of total factor productivity of enterprises within industry.(2)By analyzing the enterprise characteristics of property rights,subordinate relationship and superior authorities,it is found that the performance of high-growth enterprises in high-tech zones may be subject to many institutional factors.4.Based on the influence of industrial agglomeration on enterprise productivity,this paper employs the OLS regression method and constructs tool variable identification method to empirically analyze the factors that make a difference on high-growth enterprise performance of high-tech zones,including industrial agglomeration,enterprise personality,and policy intervention and so on.The main conclusions are as follows:(1)Industrial spatial agglomeration in high-tech zones can significantly improve the total factor productivity of enterprises,but the industrial agglomeration is still not high and not congested yet.(2)The government’s direct investment in R&D will significantly promote the total factor productivity of enterprises.The effect of financial subsidies is not significant.Tax relief policies are usually companied by the decline of total factor productivity of enterprises.(3)Enterprise R&D investment will significantly promote total factor productivity;enterprise operating time and scale have a negative impact on total factor productivity;state-owned holding enterprises,Hong Kong,Macao,Taiwan and foreign-funded holding enterprises have the highest total factor productivity,while that in collective holding and private holding enterprises are lower.Finally,based on the above theoretical and empirical support,the characteristics and problems of industrial layout of high-tech zones are analyzed,and the optimization path of industrial layout of high-tech zones to promote enterprise performance is put forward.Compared with the existing research results,this paper mainly makes innovative exploration and efforts in the following areas.1.This paper uncovers the formation mechanism of industrial layout of high-tech zones from these aspects of stage division and evolution,current situations and dynamic mechanism.Based on the development background of national high-tech zones and the micro-logic of the formation of industrial layout,the paper puts forward the key question that industrial layout of high-tech zones influences enterprise performance.In addition,this paper focuses on the intrinsic mechanism and the role of the two micro-subjects of government and enterprises in the process of promoting industrial nurturing,agglomeration,formation of layout,upgradation and transformation of high-tech zones.This paper constructs an analytical framework for the interaction among government,enterprises and industries of high-tech zones,and lays the theoretical and practical foundation for the studies on industrial development in high-tech zones.2.From the perspective of industrial agglomeration and total factor productivity of enterprise,the paper puts forward an optimization path for nationwide industrial layout of high-tech zones to promote the improvement of enterprise performance.In this paper,the industrial agglomeration and total factor productivity of high-growth enterprises in 103 high-tech zones in the whole country are measured.Based on what the paper has measured,this paper constructs regression model,and empirically analyzes the impact of industrial layout on enterprise performance.Integrating with the statistical and empirical results,the author makes comments on national industrial layout of high-tech zones,and proposes an optimization path of differentiation,precision,synergy and echelon development based on the criteria of enterprise performance,which provides values for coordinating the industrial layout of high-tech zones at the national level.3.Adopting multi-dimensional perspective,this paper further enriches and integrates the observational dimensions of influence of industrial layout on enterprise performance.Based on differentiated distribution of industrial space,the industrial layout policy that plays a dominant role in industrial choices,industrial support effect,and industrial synergy pattern in large geographical space,the paper analyzes the influence of industrial externalities.Besides,the paper provides evidence for the influence of enterprise heterogeneity based on the industrial characteristics,ownership property,enterprise affiliation and superior administrative unit of high-growth enterprises.This paper not only further supplements and expands the researches on industrial development of high-tech zones,but also opens up new research gaps for subsequent empirical examinations.Therefore,this paper is a valuable and basic work.4.The paper employs the representativeness of high-growth enterprises to have a forward-looking and pioneering examination on the relationship between small and medium-sized sci-tech enterprises and industrial layout of high-tech zones.According to the Gazelle Enterprise primary criteria,this paper selects high-growth enterprises which are actual small and medium-sized sci-tech enterprises from the statistical database of the high-tech zones of Ministry of Science and Technology.The heterogeneous characteristic of high-growth enterprises accords with the industrial development orientation of high-tech zones,and stands for the latest industrial development of high-tech zones.The paper focuses on the heterogeneity of high-growth enterprises to examine the influence of industrial layout of high-tech zones on enterprise performance.Therefore,the study is
