As a kind of industrial culture, petroleum culture is the bearing of petroleum industry growth and development history, and the representation of its essence. So it is the spiritual motivation and intellectual support in the development of petroleum industry. Currently, under the six phase superposition of the world petroleum industry and three phase superposition in china, and in the new normal time of oil prices fluctuation, it is a realistic choice for petroleum industry to practice innovation driven development strategy so as to realize the transformation and upgrading. Because the innovation driven development strategy requires cultural innovation belongs with technology innovation, which pulls petroleum culture construction up into a strategic height. And it also challenges the comprehensive study of petroleum culture development history and process, petroleum culture systemic content, existing environment item and dynamic development in future.
