This paper studied the lithium resources development and industrial development strategy under the background of the traditional energy shortage, energy consumption harmful to the climate and environment, energy saving and consumption reducing, exploring new energy sources, and implementing the strategy of sustainable development.This thesis took industrial lithium resources as the analysis and research object, and selected 43 domestic lithium resources of listed companies, used the SCP analysis model and SWOT analysis model to analyze China's lithium resources industry, and the conclusion of the two analysis models were compared and analyzed. Then the paper pointed out the problems in the development of lithium resources industry. This article also analyses the lithium resources industry, which pointed out resources industry safety warning index system and safety warning mechanism. Through the analysis, the paper drew the following conclusions.(1)Based on SCP analysis to lithium resources industry, We come to the conclusion that industrial concentration of lithium resources industry is low, and that the product difference of ithium resources industry is small, and the market entry barrier of lithium resources industry is high.(2)Based on SWOT analysis to lithium resources industry, we concluded the (S+W)-O development strategy of the of China's lithium resources industry. In the development of new energy industry and internet plus historical opportunity, lithium resources producers should always adhere to the independent innovation strategy, and people oriented, increase product technology R & D investment, enhance scientific and technological content and added value, and enhanced the overall technology of lithium resources industry core competitiveness.(3)Based on the safety analysis of lithium resources industry, we drew a conclusion that independent innovation is the core of technological progress, which is the key of lithium resources industry security.In terms of innovation, this paper used empirical analysis and normative analysis, respectively, to answer what is the lithium resources and lithium resources industry (strategic value and status), and the problem of lithium resources industry sustainable development" why "(SCP analysis, SWOT analysis and industrial safety analysis) and" how to do "(resource security strategy, industry security strategy and circular economy strategy). SCP analytical methods analyzed from the level of the market structure -- enterprise behavior -- enterprise performance, selected 43 domestic lithium resources of the listed companies, and 43 lithium resources of listed companies and the world's top 500 enterprises to conduct benchmarking analysis, using the data chart, and focused on the development of lithium resources enterprise.SWOT analytical methods analyzed from the external environment of lithium resources enterprises facing. Focused on the analysis of the external environment of lithium resources industry, and the influence of the enterprise of the industry,the paper analyzed the contradiction between industrial structure, forecasted the future development trend, and draw the strategic suggestions. Both SCP and SWOT analytical method provided a new perspective for the development of lithium resources industry development policy.
