With the situation of oil shortage and global warming getting worse, energy savingand emission reduction have become important parts of energy strategies andenvironmental policies of each country. Conventional fuel vehicles will eventually beeliminated by new-energy vehicles (abbreviate: NEV) which are moreenvironment-friendly and cost less fuel. Hybrid vehicles (including plug-in hybridvehicles), alternative fuel vehicles (e.g. bio-ethanol, liquid hydrogen) and batteryelectric vehicles (e.g. hydrogen-fuel cells, lithium-ion battery) are3different forms ofNEV of the world today. Developed countries, such as Germany, the United Statesand Japan who have carried out long-term strategies, policies and supports, are nowleading in both R&D and commercialization of NEV, and therefore have much say inthe industry.NEV in China, after years of developing, has now formed relatively maturetechnologies and certain industrial scale, coming after the first group in the world.Given out in March2012,"12th Five-Year" special plan (Abstract) on development ofEV technologies decided to take three steps to develop the industry. After2020, i.e. inthe third stage, electrical-drive technologies are supposed to be widely used in BEVand FCEV, thus significantly reducing the emissions. This paper takes an outlook ofLithium-ion BEV, followed by a strategic analysis based on a SWOT-PEST matrix,and proposes that China should work on policies, R&D, services and market-tactics soas to promote EV-industry.
