| Agriculture,rural areas and farmers(shorted as "San Nong" in Chinese)have important effects on China's economic and social development.Farmers occupy the core of the"San Nong" career and the "San Nong" development's ultimate goal is to benefit the farmers.In recent 10 years,Chinese government continuously increased its efforts to support the development of "San Nong" by putting forward series of policies and setting the goal of constructing the public culture service system to maintain the farmrs' interests.Combining the theories of public service and discourse analysis,taking the farmers' discourses Chinese domestic agriculture TV news reports as the research object,this dissertation integrates the methods of literature,content analysis,sample survey and depth interview and takes domestic agricultural television news columns such as CCTV's"Ju Jiao San Nong",etc.as study cases in order to reveal how Chinese domestic agriculture TV news safeguard farmers'rights to speak and maintain farmers'interests,what causes the presentation and what countermeasures can be helpful and useful for the reconstruction of domestic agricultural TV news reporting system.The government is authorized by citizens,its responsibilities and legitimacy lies in providing,public services for all citizens in a specific area without discrimination.TV news media in China are units of ownership by the whole people and should fulfill their obligations of providing public services.Public goods is the carrier of public services,government and social public organizations are the main bodies of public service,the basic purpose of public service is to maintain the public interests.Discourse is a public game of power,rights,interests and ideology while critique and construction are both the path and target of Discourse Analysis(DA).Fairness and justice are the common value pursuit of public services and Discourse Analysis.Right to know,to speak,to participate and to supervise(shorted as "four rights")are basic rights of citizens and important parts of public interests.Right to speak is considered as the citizens' first right to safeguard their own interests and takes the core position among the four rights.TV is the most popular and influential mass media in our country rural area,agriculture TV news reports carry social functions and obligations of providing information,monitoring environment,maintaining farmers' interests,etc.Imbalance and gap represent the basic image of Chinese agriculture TV news discourse,which shows in the following aspects:imbalance of agriculture TV news discourse themes,regions,main bodies and orientations.Farmers' discourse channel is narrow,farmers are not the main body of agriculture TV news reports,their benefits are covered and there is a huge gap between farmers' real interest demands and domestic agriculture TV news,etc.These images reveal the fact that our domestic agriculture TV news media is weak in public service,which is embodied in their news subjects,style,functions and strategies,etc.Officials,social elites and TV staff constitute the discourse subjects of agriculture TV news,their discourses play the key roles of importing,interpreting,deepening and summarizing while the farmers' words perform proving sub-functions.The discourse strategies includes framing the discourse theme and main content,consciously choosing the guests.The content strategies includes deleting,generalizing and pre-controlling,etc.With these strategies,Chinese domestic agriculture TV news report implement the task of official ideology propaganda and form its own overall discourse style,i.e.a positive publicity framework of propaganda dominated by the official ideology and elite discourse.The framework of ideology propaganda,the deviation of market-oriented reform,the restriction of traditional culture and the lack of macro management system and micro discourse mechanism,etc.cause domestic agriculture TV news public service responsibility weak,farmers discourse subject status absent and their interest obscured.In the context of social transformation and media convergence acceleration,the state and the TV media should strengthen their idea of public service,critically absorb relative successful experiences of foreign countries to reconstruct our country's agriculture TV news discourse system.The state should elaborate laws and regulations to ensure farmers' rights to speak,stable financial support to establish the public service system and improve the civic culture to promote farmers' ability of saying to reconstruction macro discourse system.TV media should reconstruct the micro discourse mechanism by choosing proper themes in response to public demands,balancing the discourse content to maintain fairness and justice,enriching discourse forms to improve service levels and broadening the evaluation main body to safeguard farmers' right to speak.In terms of protecting farmers' right to speak and providing public services,our domestic agriculture TV news reports don't keep up the pace of country's requiry to develop the career of "San Nong".Our constitutional rules on citizen right to speek and the Chinese Communist Party and government's idea of public service etc.provides favorable conditions for reconstructing our country's agriculture TV news discourse system. |
