The object of this study is the reuse of scientific metadata records. Based on the investigation of scientific metadata standards, characteristics of metadata records and the current situation of scientific metadata records reuse, this paper constructs scientific metadata records reuse model based on integrating the lifecycle of metadata records and scientific data and comes up with strategies to promote the effectiveness of the reusability of scientific metadata records.The research design of this paper is first to summarize the definition of scientific metadata and metadata, the theory of the scientific data organization and the life cycle of scientific data and relating cases by comprehensively collecting document resources in the fields of science, library and information science and the practices in the field of scientific data.Then, on one hand, this paper analyzes the necessity and feasibility of scientific metadata records reuse. This paper investigates and analyzes the current situation of scientific metadata, provision and reuse of scientific metadata records through a large amount of internet investigation. Based on the questionnaire survey online, this paper investigates the satisfaction degree and requirements of researchers on scientific metadata records reuse, and scans the feasibility of scientific metadata records reuse from the environments including policies and laws related to scientific data and scientific metadata records, technologies supporting metadata records reusability. On the other hand, based on the analysis of reusing flow of scientific metadata records and its' functions, combining the theory of information organization and information life cycle theory, this paper analyzes characteristics of lifecycle of scientific data and that of scientific metadata records, and constructs scientific metadata records reuse model and applies the model to do case analysis on DataONE project, and puts forward strategies for promoting scientific metadata records reusability.This paper studies in the following sections.The Introduction, defines of the research background and significance, analyzes, summarizes and comments related literature and practices, introduces the object of the study, the study route and research methods.The first chapter, analyzes concepts and theories related to scientific metadata records resue. Firstly, clarifies definitions of scientific data, metadata, metadata standard, metadata records and reuse based on literature review. Then discusses the guiding significance of theoretical basis including information organization theory, theory of information life cycle, the long tail, and theory related to value-added utilization of information resources for this study.The second chapter, analyzes the necessity of scientific metadata records reuse. Analyzes the importance of metadata records reuse for scientific data relative actions. On the basis of internet survey, investigates and analyzes the status quo of scientific metadata standards which are the basis of metadata records generation. Then summarizes the status quo of scientific metadata records reuse including the provision of metadata records and the functions based on metadata records reuse. Investigates cognition and requirements of researchers for functions which based on scientific metadata records reuse so that found the gap between the present situation and demands.The third chapter, discusses the feasibility of scientific metadata records reuse from the following aspects:policy environment, legal conditions and technical infrastructure.The forth chapter, dissects key points in the flow of scientific metadata records reuse. The generation of scientific metadata records lay the foundation for reusing them and high-quality scientific metadata records supports reuse. Submitting of scientific metadata records just follows the generation and completes the integration of metadata records in system. Chooses appropriate and fitted metadata records before harvesting scientific metadata records remotely, integrates them with local records after the harvest and makes the decision about preservation. Each step of the reusing flow of scientific metadata records needs effective quality control.The fifth chapter, elaborates the functions of scientific metadata records reuse and function realization. Based on the analysis of researchers'requirements, current practice of scientific data and the development of scholarly communication, this chapter dissects several functions resulted from scientific metadata records reuse, including integration of distributed scientific data, integration of library documents and scientific data, linkage of research paper and supportive data, cross-platform retrieval, scientific data open to search engine and semantic application of scientific metadata records. Besides, scientific data publication, data citation and long-term preservation were also discussed.The sixth chapter,constructs scientific metadata records reuse model. Presents the principles of model construction, principal factors and construction goals. Following the triple dimension whole design thought of time, space and value, constructs scientific metadata records reuse model consist of three dimensions:lifecycle, service level and value.The seventh chapter, takes the model constructed above as analysis framework and dissects DataONE, the typical scientific data sharing project, to analyze its' status quo of scientific metadata records reuse and summarizes its' characteristics and experiences to provide references for other scientific metadata records reuse practice.The last chapter puts forward strategies for promoting scientific metadata records reusability for our country's scientific data practice based on above analysis.This paper researches on the background and environment of scientific metadata records reuse, the characteristics and status quo of metadata records reuse, flow and functions of scientific metadata records reuse and model construction. In the end, case study applies the model and strategies are put forward.
