The implementation of education policy is a key link in the education policy process and plays a crucial role in achieving the goals of education policy.The implementation of education policy is affected by many factors.Among them,as one of the subject factors,government institutions play a leading role in the implementation of education policy.Due to factors such as organizational structure,operating mechanism,information technology,and traditional culture,government institutions lack adequate coordination and cooperation in the process of education policy implementation,and the fragmentation of education policy implementation is likely to occur.This research focuses on how to achieve the holistic governance of the fragmentation of education policy implementation as the core issue.Through literature reviews,comparative studies,case investigations,and interview surveys,the paper discusses the manifestations and causes of the fragmentation,and then uses the theory of holistic governance,combined with the current fragmentation of education policy implementation in China,attempts to construct an effective governance strategy for the fragmentation.This study draws the following conclusions:Conclusion 1.The fragmentation of education policy implementation manifests mainly in the fragmentation of the central-rural relationship(inconsistent objectives of education policy implementation between the central and local governments),and the fragmentation of relationships at the same level(inadequate cooperation in the implementation of educational policies among local governments at the same level),and the fragmentation of inter-ministerial relations(incomplete coordination of education policy between government departments),and the fragmentation of government-society relations(the government's ineffective integration of social forces in the implementation of education policy).Conclusion 2.The theory of holistic governance that emerged in the late 20 th century is applicable to solve the fragmentation of education policy implementation.In the field of public administration,holistic governance is a classic theory used to solve the problem of government governance fragmentation.Whether it is from the view of suitability or effectiveness,the holistic governance is applicable to solve the fragmentation of education policy implementation.Among them,suitability is expressed in four aspects: wicked interlinkage,coincidence of fragmentation,consistent value concept,and dependence on information technology;effectiveness is meant that the holistic governance provides scientific values,effective solutions,and new governance models to the fragmentation of education policy implementation.Conclusion 3.Based on the interpretation of information technology tools in the holistic governance theory and the development status of China's e-government,this study explores the information technology strategy for the fragmentation of education policy implementation,namely,the construction of education policy implementation monitoring information system.The education policy implementation monitoring information system plays a role in the implementation of data collection,storage,management,analysis,and decision support.It aims to use information technology to monitor the education policy implementation,and to promote the holistic governance on the fragmentation of education policy implementation.Conclusions 4.This study draws on the institutionalized approach of integrated governance,using integration mechanisms to promote the integration of central-ocean relations(the goal of unified education policy),the integration of relationships at the same site(strengthening cohesiveness in the implementation of education policies),and the integration of inter-ministerial relationships(Improve the coordination of education policy implementation)and the integration of government-society relations(enhancing the implementation of educational policies)aims to establish a long-term mechanism for the overall management of fragmentation of educational policies through internal promotion.
