Institution Analysis On Inplementation Of The Sport Public Policies Forall In Shanghai

Since1995the State Council issued the "outline of the nationwide body-building plan",thelocal government make sports development policy tilted to the direction of mass sports,payingmore and more attention to the development of national fitness.Shanghai municipal Partycommittee and City Hall,who has launched a series of national health development of mass sportspolicy,are also attach great importance to the development of mass sports and has made greatachievements, which can’t do without the effective implementation of public sports policy of alllevels of government and relevant organizations. However, the mass sports work of Shanghai isstill not perfect, not science enough, there are still some problems and difficulties, but the mostfundamental reason is the lack of policy to ensure the effective implementation of the system ofmass sports policy. Therefore, this paper takes Shanghai city mass sports policy as a starting point,presenting the status of its specific policy implementation, analyzing the advantage anddisadvantage in the process of the implementation of mass sports policy from the perspective ofnew institutional economics.Finally, this paper try to explore and construct the system frame of theeffective implementation of public sports policy in Shanghai City, and provide the reference forthe better development of the national fitness in Shanghai City and the implementation of publicsports policy.The full paper is divided into six sections:The first chapter, mainly introduces the background of topic selection, research significance,research ideas, research methods, the definition of basic concepts and the difficulties andinnovations of this paper.The second chapter, the article introduces the related theories, mainly combs on public policy,policy implementation and the analysis of system and other related theories, which lay atheoretical foundation for the study and writing of this paper.The third chapter, from the view of system comprehensive analysis that in the process ofpolicy implementation of mass sports,Shanghai City how to deal with the system andbehavior,organization and system stability,presenting the situations of the contradiction between the style of processing system and the reality.The fourth chapter, through the comprehensive analysis of the main problems existed inShanghai city in the mass sports policy in the implementation process, including theimplementation of a single subject, policy of insufficient supply of resources, policy executivepower and make the right detachment. Then dig the system root of their problems:(1) the powerdistribution system is not perfect;(2) organizational arrangement is not reasonable;(3) the interestcoordination system is not perfect;(4) supervision and management system is not scientific.The fifth chapter, starting from the system analysis frame, aiming at the problems in themass sports policy implementation in Shanghai City, put forward to build the institutionalframework of Shanghai mass sports policy implementation,which mainly includes four aspects:perfect the power of distribution system, optimize the organizational arrangement system, perfectthe benefit coordination system and improve the monitoring and management system.The sixth chapter,summarizing and concluding the main views of the thesis,points out thedirection and research issues that worthy of further study.
