With the deepening of the quality-oriented education strategy and the increase of the population of school-age students in Shanghai,the pressure on students to enter higher education and the demand for quality-oriented education are gradually transmitted to the market and transformed into the demand for education and training,contributing to the vigorous development of education and training institutions in Shanghai in recent years.But the rapid development of the market will inevitably lead to the uneven quality of market participants,and cause a series of market chaos----such as education and training institutions false propaganda incite social anxiety,sales staff fraud consumers,poor quality of training education is low and so on,so that the training market supervision problems gradually into the line of sight of Shanghai students parents.These problems have gradually become the focus of public opinion of Shanghai citizens,and triggered a series of tide of rights protection and petition in Shanghai area,bringing a lot of pressure to the economic and social management order of Shanghai.This study focuses on the market regulation of education and training institutions in Shanghai.Through literature analysis,survey data analysis,interview analysis,case analysis and other diverse research methods,parents of students and education and training institutions in Shanghai are taken as the main research samples.Firstly,it tries to define the categories of education and training institutions in the market.And through analyzing the development of nearly 10 years of Shanghai education training institutions and the causes of all kinds of problems,research on strengthening the education of Shanghai education training institution regulation has taken a series of beneficial attempt,in education and training institutions in Shanghai is analyzed on the efforts made by regulation,combining the beneficial achievements mentioned above and the parents reflect strong social problems,This paper discusses the existing problems and causes of supervision of educational and training institutions in Shanghai from four aspects:the dilemma of multiple supervision still exists,the difficulty of curbing the abnormal advertising,the frequent operation without license and the lack of prevention mechanism of "running away with money".This study shows that the key to the shortcomings of supervision of education and training institutions in Shanghai lies in the imperfect and lack of supervision system,which can be embodied in four aspects: the lack of centripetal force of supervision,the imperfect advertising supervision system,the difficult supervision of licenses and licenses,and the lack of capital supervision system.The absence of the above four system,causes the regulatory responsibility of Shanghai government institutions in the face of emerging market new problem and new contradiction for the state of the horns of a dilemma: nothing will make problems more serious,calm,and worry about illegal since the risk,eventually led to the masses "fun" government inaction,the government wants to tube but do not know how to start.Finally,this study tries to put forward several ideas to solve the above problems,from the transformation of supervision ideas,to build cross-department education and training institutions supervision platform;In-depth consumer groups to guide the guidance of health public opinion,unite communities,industries,consumers to promote the healthy development of the industry;Construct the fund supervision system of education and training institutions and increase the punishment of individual credit for fund violation,and try to explore the solutions to the above problems.Release from 2021,it is not hard to see,this year will be a year of education training institutions tightly regulated,the sprawl of education training institutions will be curbed,although the Shanghai each Wei Ban Ju uphold inclusive the principle of prudent supervision,has not yet issued "one size fits all" closures in the speculation of public opinion,but predictably,in the days that followed,will gradually tightening policy,Supervision will gradually be stricter,how to do a good job of strict supervision of education and training institutions,will be an important issue that the relevant commissions and bureaus of Shanghai will face soon.
