Welfare Management Of "Fragmentation" Of The Welfare Of The Mentally Ill

“Fragmentation”is a description of the state of fragmentation,which originates from the concept of postmodernism.In the field of welfare,the “fragmentation”of welfare is manifested in the following phenomena: the policy of welfare is out of government,the welfare provides multiple subjects,the demand and supply of welfare do not match,and the marginal decline of welfare benefits.The “fragmentation” of welfare will not only lead to the uneven distribution of government and social resources,but also hinder the development of social welfare in China because of its lack of coordinated welfare policy implementation system.In the field of mental patients' welfare,the phenomenon of “fragmentation” of welfare is particularly serious.At present,the welfare policy generally follows the principle of medical assistance,hospital assistance and financial assistance,combined with community rehabilitation and other means to provide security.Despite the establishment of a multi-body and multi-faceted welfare system,the problems of trivial policies,incomplete coverage and mismatched supply and demand still hinder the good development of the life of the group of mental patients in China.The purpose of integrating all kinds of welfare policies is to help the mentally ill patients and their families to accurately find their own welfare policies,to promote the national financial allocation to accurately help the mentally ill patients,and to achieve the actual progress and development of China's welfare policies for mentally ill patients.In this study,Nanjing City,Jiangsu Province,as an example,through interviews with psychotic patients and their families who are recovering in different fields of hospitals and communities,and through discussions with medical staff of Nanjing a hospital and relevant staff of community rehabilitation institutions,we have a deep understanding of the problems existing in the implementation of welfare policies for psychotic patients in Nanjing at this stage,and we have a better understanding of the problems existing in the implementation of welfare policies for psychotic patients in Nanjing The root of the problem of “fragmentation”of human welfare.The results show that at present,there are many problems in the welfare policy of mental patients,such as the construction of medical system,the formulation of policy content,the provision of rehabilitation field,and the fragmentation of the needs of mental patients.The imbalance between the theory of welfare policy-making and the current social reality is the root cause of the “fragmentation” of welfare,and the disadvantageous implementation of welfare policy is the main cause of the “fragmentation” of welfare.Change the theory of welfare policy-making,coordinate the existing policy implementation system as a whole,highlight the value of social workers;establish a precise mode of welfare supply for the mentally ill,focus on the mentally ill,and apply different welfare policies based on different causes of illness,rehabilitation status,family conditions,etc.;change from single fund assistance to housing,medical care,education,and social integration Finally,it can help the mentally ill to enjoy the fruits of our economic development and promote the development of our socialist harmonious society.
