Population aging has become increasingly prominent issue by China was modernized big country. With the population aging intensifies,old-age care service continues to highlight. The core issue of economic system reform in the Third Plenary Session of the party's eighteen plenary session of the decision on deepening reform of the economic system is to deal with the relationship between government and market. Embodied in the field of old-age care services, The single supply of the government is difficult to meet the needs of the growing and changing old-age care services. Government purchasing service is the product of the reform of the social welfare system and the public administration system in the western developed countries in 1960s. The services which carried out to the social development and people's life are undertaked by the social organizations and the private sector By the way of "purchase" and according to the quantity and quality of the supply service the purchase cost is to pay after evlauation by the standard. By introduction of market mechanisms and the government purchasing and cooperation for social organizations with private sector, government changes by the past "producers"role for the"buyers" and the "supervisor",not only can effectively mobilize the market and social forces, promote the development of pension services market development and social organization, but also helps to build a multi-level, diversified pension service supply system,effectively change the government functions. However, how to make sure that the use efficiency of the purchase funds, the quality and effect of the purchase of services, is bound to be accomplished by the introduction of performance evaluation. Performance evaluation is a kind of supervision of government purchase process. For our country, the system innovation is still in its initial stage both in theory and in practice. How to evaluate and supervise the performance of the pension service, how to guarantee the quality and effect of the government purchase old-age care service, how to save the financial resources, it is necessary to build a scientific and reasonable government purchase old-age care service performance evaluation system, and through empirical analysis to find out the current performance of government purchase service not high and the reason. Based on this, this research has combed the domestic and foreign government purchase pension service and its performance evaluation results. This paper expounds the theoretical basis of the performance evaluation of government purchase old-age care service and defines the basic connotation and operating mechanism of service and government purchase od-age care services including what to buy, how to buy, the purchase of the main inter relationship and other basic issues. And on this basis, it explains the basic connotation ,characteristics and the need to implement performance evaluation about what is the performance evaluation for government purchasing old-age care service, why the need for performance evaluation and other issues. This study further constructs the logical framework and theoretical system of government purchase old-age care service performance evaluation. The evaluation principle,evaluation process and evaluation method of government purchase pension service are analyzed. Focus on the efficiency and service object satisfaction dimension the study constructs the performance evaluation index, and do the empirical analysis getting the status quo of the performance of the sample area. On the basis of the advanced experiences of the typical countries and regions, the research has proposed the path of optimizing the performance of government purchasing old-age care service. Through the above research,the following conclusions are drawn:First, with the government to provide directly, "government purchase" is a function transformation and institutional innovation. Government is from "producer" into "buyers","capital" and "supervisor". In order to fulfill the social functions of pension services, the public finance payment budget to come up with funds to buy old-age care service through the form of public bidding or direct funding for different social service agency and form a multi - agency relationship with the "buyers","to undertakers" and "users".In current practice government purchasing form a variety of different modes and purchase tools. Buy modes include independent competition purchase mode, independent non competition mode,dependence non competition mode. Purchase types of tools include contract,direct funding system and the voucher system. The performance of government purchase of old-age care service is the "performance" and "efficiency" of the purchase activity process that is, what kind of things to do and what the service object to gain. Performance evaluation is a test of the process and result of government purchase of old-age care service.Performance evaluation is an important part of government purchase of service and it is beneficial to highlight the government responsibility and improve the efficiency and quality of financial expenditure.Second,there are two kinds of models of performance evaluation which is efficiency oriented and result oriented. The effective combination of the two models can overcome the defects of the individual evaluation in a great degree. The logic model of government purchase old-age care service performance evaluation is based on purchasing operation mechanism including the evaluation principle, evaluation process, evaluation method,evaluation content. The content of government purchase old-age care service performance evaluation should be in the two dimensions, the first is the efficiency evaluation of the internal process,the second is the evaluation of service object satisfaction of government purchase. Efficiency evaluation is a measure and evaluation of the performance of the process of the input, the implementation and the output of service purchase. The improvement of efficiency is reflected in the process of the whole operation need to ensure that the appropriate input to achieve the necessary output. The satisfaction with the service purchase is the result of the performance of services to buy. Satisfaction evaluation is reflected in the final link, that is, the output effect and quality of the pension services to measure by the final object of the consumer. Whether the resource and the final output of all inputs have effect need to see whether to meet the old people's needs and preferences,whether to effectively solve their life and mental care,whether to let the service object be satisfied.Third, efficiency evaluation is an important content and dimension of government purchase old-age care service performance. Old-age care service efficiency is the contrast relationship between a series of public resources including human, financial and material input and the quantity and quality of public goods for the aged. This study uses data envelopment analysis (DEA) model to construct the evaluation index of the government purchase old-age care service efficiency. The input indicator is the government's annual expenditure on old-age care services. Output indicators include the number of the projects for government purchasing, the number of people enjoying services and the old people's satisfaction. The conclusions are as follows: the government purchasing service efficiency is low in sample regiones. There is no positive correlation between government investment and efficiency. The efficiency of providing for the aged service is not dependent on the level of economic development. In the process of government purchasing services, the efficency of fund using is low. The purchase efficiency of most of the sample areas is the decreasing of the scale returns. The scale of government purchasing in these communities have not reached the optimum state. The level of investment growth rate is higher than the growth rate of output, supply scale deviates relatively. The one reason is due to the increase in some areas, but the number of output and quality has not been improved. The second reason is the phenomenon of the existence of money. There is a mismatch between the purchase of funds in different service projects.The third reason is the problem existing which was the use of funds intermediate links, internal management and supervision and low level of supply quality.Fourth, according to the ACSI model and SERVQUAL model, combined with the specific characteristics of pension services, the three levels of satisfaction evaluation index system is constructed from the three dimensions of government departments and policies,pension service organizations, service quality.Using the analytic hierarchy process to carry on the weight distribution, through the sample data to carry on the descriptive statistical analysis. The results show that integrated service is between the general and more satisfactory state. In the dimension of perception quality, the reliability of service personnel is the highest, the empathy for service personnel is lowest. In dimension of service organization, the comfort of the community pension service environment is satisfied, and the evaluation of the f Service fairness is the lowest. In government department and policy dimensions, the service object to the government's current range of purchase is the most satisfactory, for the transparency of purchase is the most unsatisfactory. There are some differences in the degree of satisfaction of different age of the elderly in the service satisfaction, the higher the age of the elderly, the higher the comprehensive satisfaction of the elderly. Differences in satisfaction of different gender of the elderly were not obvious.There are some differences in the degree of satisfaction of different marital status in the elderly, the comprehensive satisfaction of unmarried elderly is the highest. With the improvement of the degree of culture, the overall satisfaction of service quality is declining,and the elderly people with high education level are more sensitive to the service. The satisfaction of the elderly without children is higher than those with children. From the self-care ability, the semi self satisfaction of the elderly is the highest satisfaction. From the way of living, Empty nester average satisfaction level slightly higher than the non Empty Nester. Further by quadrant chart analysis method, all the indexes are classified according to performance and performance. These indicators which were service staff s empathy,the equity, capacites of government departments and social organizations as well as the intensity of government purchasing services are in the area to be improved for high degree of attention and low degree of satisfaction. These indicators which were reliability of service, service environment comfortablity are in the dominant area for high degree of attention and high degree of satisfaction. These indicators which were government purchase range, government purchase policy of fairness, service ability of the guarantee are in the area of the icing on the cake for low degree of attention and high degree of satisfaction.These indicators which were timeliness of service delivery, response of services,organization informatization, credibility of old-age care organization and transparency are in area of no advantage for low degree of attention and low degree of satisfaction. For the indicators that need to be improved in the region and the region of no advantage, the reason of the low degree of satisfaction in these two regions is analyzed by the method of interview.Fifth, the practice and experience of the typical countries and regions have important reference value for the government purchasing old-age care service performance improvement. In the field of community care in the UK, the government has adopted the way of government purchasing. Through a series of laws and regulations to establish and improve the British government regulate all aspects of community care purchasing and standardize the supervision and assessment for quality. Australian government classify the old-care service to different projects to provide appropriate service standards for the elderly with different needs. They made it clear that the federal government and the local government for buying responsibility and the division of their respective duties and through the establishment of a standardized performance evaluation system and process,the key performance evaluation index they ensure the quality of services for the purchase of supervision. The experience for Hongkong area in the buy contracting, diversity of old-age care service purchasing and the scientific supervision are more prominent.Sixth, it is necessary to further optimize service performance from the following several aspects: strengthening government purchasing power, optimizing the structure of capital allocation,improving the transparency of the purchase to ensure that the purchase of Policy fairness, strengthening the support and guidance of non-governmental organizations to improve the credibility of civil society organizations,paying attention to the cultivation of the service personnel to improve their service ability and professional level, empowerment to the elderly to improve the participation of service objects, establishing and improving relevant laws and regulations to promote the standardization of government purchase and establishing and improving the supervision and evaluation system of government purchase old-age care service.
