Standardization Of Village Cadres’ Work Behavior

Village cadres’ work behavior is the key to promote the reform of agricultural administration under the background of village autonomy, specification, which has become important content now and the future. On the basis of the:”democratic elections, decision-making, management and democratic supervision”, the specification of village cadres behavior as follows: the first, a low level of democratization election process still is outstanding; second, the democratic decision-making and management is beginning, the standardization is in low; The third, democratic supervision which as the main form of the village affairs already moved, but it remains to be specification; the fourth is that the evaluation of village cadres’ performance beginning is gradually important, but standard assessment implementation has yet to progress. Therefore, specification of village cadres behavior has practical significance and theoretical significance.Based on the above research background and realistic need, the specification of village cadres behavior as the study target, around the village cadres and the democratic election, decision-making, management and supervision, using the system economics, management science, sociology and behavior science as the guidance. Through the questionnaire survey data and relevant literature, the study attempts to build the democratic elections, decision-making, management and supervision by specific.We expect to leverage this program to research village cadres behavior--democratic elections, emergency disposal, village-level financial management and village cadres’ performance appraisal evaluation to analysis that specification, and to regulate the behavior of village cadres for the influence on rural areas, and achieve the purpose of developing village.The conclusions of this research are as follows:(1) The research defines the concept, characteristics and types of the village cadres behavior, and analysis the general behavior of village cadres. The village cadres behavior can be defined as rule when village cadres exercise their power in the village affairs follows. It is widely accepted rural society and generally binding norms of behavior. It is a kind of behavior standard, which the rural social widely accepted. By implementing factor analysis the satisfaction degree, combining with the Logistic model analysis the main factors and induced the village cadres behavior. We believe that the current role of village cadres is plural, and it normalized and enforcement are not enough, the specific construction form of village cadres behavior standardization provides basis.(2) Detailed part of research. The detailed part of the research expatiate the work target and tasks, the village cadres behavior specification points above with the supporting part. Summarization of the research is preface, it synthetically generalizes some contents, including democratic elections, decision-making, management supervision, and the specific content.According to the empirical analysis of democratic election, village emergency treatment, financial management, and village cadres’ performance appraisal in-depth aspects. First, using the empirical analysis to participate the election vote integrity of how standardization problems in the process of the villagers’ election; next to the village incident normalize design; finally, using the analytic hierarchy process(AHP)to construct the village financial evaluation index system and evaluation of village cadres behavior, and then index system of spot investigation data will further verification, the research concluded: in this study we considered that village cadres comprehensive evaluation is not very ideal. Village-level financial management and village cadres duty behavior standardization degree is insufficient, and influence the development of villages in all aspects.Fifth, through the principle of process designs the work specification, summarize the all design, point out that needed a series of working standard process to ensure that the village cadres a better service.
