The study of the village power is the important perspective seeing through the ruralsocial nature and the basis understanding the village politics. Already some researchbreak down the village power, or conduct a relational interpretation as placing thevillage power in the binary framework of the country (town)—the rural areas (farmers),but the majority don't explicitly take the village committee which has formal authorityof the village to be studied as a power main. However, the author in the process of thefield survey finds that the village committee and its power operation activities havegreat influence on the village governance. Therefore, this paper selects DG village ofAnhui Province as a case study with the village social structure, in reference to theconception of Giddens'powers, takes the operation of the power linking the resourcesrelying on, and explores the more in-depth analysis and discussion after that trying tofully examine the real living condition and the actual operation of the power of thevillage committee.Taking the study route,the author arranges the structure of this paper as follows:The introduction of this paper states the research problem and significance,summarizes the relevant academic theory of the study of the village power, explains thestructure and research method of this paper and points out the innovation and shortageof this paper.CharterⅠof this paper studies the relevant provisions of the village power on thenational level and local level law, analyzes the characteristics of the village poweractual operation which match the nature of the rural governance and the rural problems,and describes the separation between the village committee's statutory authority and itsactual operation.CharterⅡof this paper analyzes four factors affecting the power operation of theDG village committee: the pressure system, the rural society, other village-levelorganizations in addition to the village committee and the village committee (the village cadres) as the rational actors.CharterⅢof this paper defines the"boss"village cadre as the leader of the poweroperation of the DG village committee. And divides three sorts of the resourcesdependent by the power operation of the village committee according to the differentsources: the material resources, the authoritative resources and the social resources.Then analyzes the patterns which the"boss"village cadre dominants the poweroperation of the village committee depending on those resources: running the projectsfor the funding; playing the role of " the insiders" of the clan and marriage within threegenerations; internalizing "the insiders" through the establishment of the proposedpro-oriented relationships network, the institutional identity given and the policy of thesubsistence allowances; playing the role of the institutional elites which are the villagecadres to leave the jobs, the party members with no posts and the villagerepresentatives.CharterⅣof this paper explains how the"boss"village cadre produces.Thenanalyzes the positive and negative effects which the"boss"village cadre dominantingthe power operation of the village committee leads to.CharterⅤof this paper puts forward the corresponding countermeasures andthinking against the existing problems of the power operation, such as: regulating thelocal government behavior, perfecting the policy of the project system, intensifying thedemocratic system construction in the village level and strengthening the managementof the"boss"village cadre.The conclusion of this paper responds the purpose of the research and puts forwardthe suggestion of the follow-up research.
