Cultural industry has become a new growth pole in the process of global economic development and it gradually becomes the backbone industry in some developed economies. How to promote the rapid development of the cultural industry at present have become the thought and the exploration of the countries all over the world. However, from the trend of the development of the cultural industry, scientific and technological innovation has become an important driving force for the rapid development of the cultural industry. The report of18th Session and the guidelines for the "twelfth five-year" plan have made the comprehensive deployment for the development of cultural industry and propose to promote the integration of culture and science&technology. Therefore, both the communist party and the state attach great importance on this field. Under the macroscopic background, the enhancement of the research on the scientific and technological innovation and the development of cultural industry not only help to broaden the scope of the original theory, but also help to further summarize the practical experience in the process of the development of cultural industry.This study made a comprehensive in-depth analysis and research on the development of the cultural industry from the perspective of scientific and technological innovation. It made in-depth research and discussion from the aspects of theoretical analysis, practical investigation and empirical research in the development of cultural industry. Finally, it found out the problems existed in the cultural industry development in China and put forward the corresponding policy recommendations. In the aspect of theoretical analysis, it made a detailed analysis and expounds of the basic concepts of scientific and technological innovation and cultural industry. In the aspect of the practical investigation, it carried out comprehensive investigation and comparison on the developed cultural industry in foreign countries and cultural industry development in domestic regions. In addition, it made an empirical analysis of the factors of the cultural industry by constructing econometric model based on the data in China and the corresponding policy recommendations were put forward on how to drive the development of the cultural industry by applying scientific and technological innovation.This study can be divided into four parts. Chapter1is included in the first part. Chapter1made a systematic discussion of the background and research significance of the paper. Then it defined and analyzed the basic concepts of the scientific and technological innovation and cultural industry and it defined a clear discussion scope. It is followed by summarizing the related research results home and abroad and put forward valuable opinions for this paper. Finally, it illustrated the research contents, research methods, innovation and the direction of further research.Chapter2is included in the second part. Chapter2made a theoretical analysis on the development of the cultural industry driven by science and technology innovation and it constructed framework for theoretical analysis for the development of the cultural industry driven by science and technology innovation. Specific contents are as follows:first, it discussed the laws of development of the cultural industry and science and technology innovation. Second, it analyzed the impact of science and technology innovation on the development of the cultural industry from the macro perspective, the meso perspective and the macro perspective. Third, it explored the inner mechanism of the cultural industry driven by science and technology innovation in details from the three aspects of form innovation of the culture, institutional innovation of the cultural industry management and the reshaping of the cultural industry chain. Fourth, it explored the principles and specific status for judging the development of the cultural industry driven by science and technology innovation. Fifth, it analyzed and discussed the five factors, namely, cultural resources, technology level, market demand, institutional environment and policy orientation on the impact the development of the cultural industry driven by science and technology innovation.Chapter3,chapter4and chapter5are included in the third part. The third part made further analysis on the practices of cultural industry in foreign countries, practices of cultural industry in regions in China and empirical research of cultural industry in regions in China for the development of the cultural industry driven by science and technology innovation.Chapter3focused on the practices of cultural industry in countries of US, UK, France, Japan, Korea and India and it made a comparison on the five aspects, namely, development mode, development foundation, development advantages, industry business mode and operation mechanism. Based on this, it discussed the development trend of the cultural industry foreign countries. According to lots of data gathered from the cultural industry of the foreign countries, we found that US had absolute advantage in cultural industry in the world. UK, France, Japan and Korea take a leading position in Europe and Asia. India has become one of the countries with the culture industry developed with the fastest growth and greatest potential. Different Countries showcased different development modes and operation mechanism and it showcased the development trend of digital, network and clustering development.Chapter4described the present situation of the cultural industries of the western region and the middle region and the east region in China. It made a comparison analysis of the cultural industries from the three aspects, namely, the development model, development foundation and development advantage. Cultural industries in the east region, in the west region and in the middle region present different characteristics. Cultural industries in the east region develop more rapidly and achieve further promotion and development of digital technology with more abundant resources. Cultural industries in the middle region have entered the phase of rapid development dominated by the central government with rich culture and history. Cultural industries in the west region are developed with the focus on the characteristics of natural ecology and cultural ecology because of low innovation ability in science and technology and slow development of cultural industry. Development trend of cultural industry in China is also discussed on the basis of the present development situation and comparison analysis.Chapter5made an analysis of the development of the cultural industry driven by science and technology innovation from the perspective of empirical research. This paper made an analysis with panel data model by using the statistics data of31 provinces (municipalities and autonomous regions) from2003to2011, In this analysis model. Cultural resources, scientific and technological innovation level, market demand, institutional environment and policy guidance are controlled variables. The conclusion is that the coefficient for scientific and technological innovation level has the biggest impact on the development of cultural industry. The situations in different regions are different with the role of market demand in east region is more obvious. The situations in the middle region and in the east region are similar. However, the impact of the factor institutional environment is significant. Technique level and cultural resources play a leading role in the development of the cultural industry driven by science and technology innovation. The development of cultural industry in the east region, in the middle region and in the west region is distributed with the ladder-like hierarchical structure.Chapter6is included in the fourth part. Problems confronted by in the development of the cultural industry driven by science and technology innovation are raised and corresponding countermeasures and suggestions are put forward in Chapter6. Four important problems in China are raised on the basis of the analysis of the current situation of the development of the cultural industry in the previous chapters. First, the chain of the industry is not perfect and the level of industry is low. Second, lack of talents is another bottleneck restriction. Third, the intellectual property rights are not effectively protected. Fourth, the construction of the platform for the integration of science and technology is lagged behind. After that, corresponding countermeasures and suggestions are put forward according to the problems raised above. First, strengthening the development of the weak part in the industry chain and improve the technology content of the industry, Second, improving the system of laws and regulations and ensure the safeguard of the intellectual property rights. Third, establishing a comprehensive and systematic training, absorb and incentive mechanism for talents to provide an institutional guarantee for the construction of the talent team for cultural industry. Fourth, construct the platform of the public service for the integration of the scientific and technological innovation and cultural industry. This paper made an omni-directional and multi-level analysis and discussion on the development of the cultural industry driven by science and technology innovation from the three aspects of theoretical analysis and practical investigation, quantitative empirical research. a theoretical framework is constructed on the practices and a set of evaluation standards for judging the development of cultural industry is established. Investigation is carried out based on the practice of the development of cultural industry. Problems are raised and corresponding policy suggestions are put forward.
