In order to develop a tool for evaluating competence in Chinese drug testing laboratories,to understand the current situation and existing problems in the laboratories and to provide data support for strengthening the capacity building and proposing targeted policy suggestions,it is necessary to carry out quantitative research on the competence in drug testing laboratories and develop a scientific and rational "Indicator System" to establish the appropriate evaluation criteria and method,so that the comprehensive competence in drug testing laboratories can be evaluatedscientifically,effectively and fully.Through the literature review and the expert interview,the core elements of the competence in drug testing laboratory have been summarized and developed,and the basic frame of indicator system has been constructed.Two rounds of Delphi method have been adopted to modifythe indicators,and analytic hierarchy process has been used to determine the weights of the indicators in all levels.Thus the comprehensive evaluation model for competence of drug testing laboratorieshas been constructed,and the reliability and validity have been tested.The established evaluation indicator system has been applied to evaluate competence of 7 drug testing laboratories in Qinghai Province,and the evaluation results have been analyzed.The developed evaluation indicator system for competence of drug testing laboratoriesin this studyincludes2 primary indicators:resource allocation and technical capacity;8 secondary indicators:human resource,instrument and equipment,infrastructure,information construction,testing capacity,amount of testing,proficiency testing and the capacity for scientific research;and 23 three-stage indicators.The established evaluation model is Y ? ?W· Yi =(0.0800Y1 + 0.0441 Y2 + 0.0243Y3 + 0.0655Y4 + … 0.0319Y23)*10.7 drug testing laboratories in Qinghai Province have been selected as application objects.The result is that the comprehensive scores are between 28.13 and 66.11,and the one in provincial laboratoryis significantly higher than those in state or city laboratories.And in state or city laboratories,laboratory B scores highest and D scores lowest.As for the original scores of the secondary indicators,the proficiency testing and testing capacity score higher,while information construction and the amount of testing score lower,which result in lower comprehensive competence.An evaluation indicator system for competence of drug testing laboratories with good reliability and validity has been developed for the first time,which is based on the platform of modern management system.The evaluation result can be used by the laboratory itself and the supervisor.A fair,objective and comprehensive tool has been provided for evaluating competence of drug testing laboratory.The current situation of competence can be analyzed through the application of evaluation system,and the resource can be allocated and adjusted based on the evaluation results,so as to strengthen capacity building and enhance the comprehensive competence.
