In the process of Chinese rapid urbanization,it is the key point of Chinese medical facilities system.A large number of medical facilities and buildings are in the process of program,approval and construction.How to plan and build this system makes it to provide safe medical services for the people during the outbreak of the sudden infectious diseases.The medical facilities network for emergency infectious diseases prevention and control needs to be understood clearly,and an accurate evaluation system for this network needs to be established.The medical facilities network for emergency infectious diseases prevention and control is the object of study,the medical facilities network evaluation model for emergency infectious diseases prevention and control is set up,to provide the appropriate practical method for the current state assessment of this medical facilities network and provide the reasonable decision making basis for this medical facilities network planning and construction.In this dissertation,firstly,the basic theories and method system for the evaluation model is established.Secondly,the evaluation index are determined and the model calculation system is established.Thirdly,the model is used to analyzed the typical cities.Crisis management theories are applied in this dissertation to study the medical facilities network’s prevention and control functions for emergency infectious diseases prevention,treatment and restoration.The medical facilities blocking mechanism in the infectious diseases spreading process is studied combined with infectious diseases prophylaxis.It is theoretical foundation for fussy comprehensive evaluation index selection and weights setting.The fussy comprehensive evaluation method is used as the evaluation tool for medical facilities network system.The calculation principle,hierarchical structure and analytical approach of fussy comprehensive evaluation method are the main frame structures of medical facilities network.Starting with basic concept of the prevention and control of medical facilities network for emergency prevention and control,basing on the stage characteristics of emergent public health incident management,the medical facilities network evaluation index system is established for emergent infectious diseases prevention and control.According to the abundant statistic data and research results of current typical cities’ medical facilities network for emergent infectious disease prevention and control and emergent prevention and control laws and regulations,the scientific,appropriate and integrated evaluation index model is set up to exercise statistic analysis in the whole process of the emergent infectious diseases outbreak.By means of SPSS’s data handling and analysis,each evaluation index values is quantified.Each evaluation index weight is quantified basing on the crisis management theory and infectious diseases transmission mechanism.The evaluation model is used to measure the three typical cities’ capability for emergent infectious disease prevention and control in China.The reaction process of medical architecture network for emergent infectious disease prevention and control is simulated,the advantages and disadvantages of each city dealing with the emergent infectious disease crisis is found.Meanwhile,the measurement method of the model and application scope is explained,existing medical building network improvement direction is put forward.In this article,crisis management theory and method are introduced into medical building design research field.Combining infectious diseases prevention and control theory,assessment methods and multidisciplinary research methods,the new architectural theory growing point appears.The new medical buildings evaluation model is built by introducing the basic method of fuzzy comprehensive evaluation into medical buildings evaluation and expressing each element of medical buildings as evaluation index and weight.The current medical building networks are evaluated by the evaluation method of medical buildings network for emergent infectious diseases prevention and control,and got evaluating conclusion.Thus,the new evaluation method is established combining theory with practice and medical buildings theory study with social reality. |
