This dissertation belongs to the national natural science fund projects " medical buildings network system for emergency infectious diseases prevention and control"(51078104).Emergent infectious disease refers to the occurrence and spread to a wide range in a short time, a large number of patients or deaths, incidence of morbidity than perennial level of an outbreak of infectious diseases. Because of its high accident, harmfulness, wide influence, it has become the current medical and social problem, which indicates a national, regional and urban public health service system and tests the development balance of medical facilities and medical buildings.From the perspective of medical building network, architectural planning and medical building design for the emergent infectious diseases prevention and control are discussed in this doctoral dissertation, aiming to put forward theoretical guidance, to build up the specific operating mode of medical facility system for emergent infectious diseases prevention and control. At the same time, the new national medical reform policy, ―insisting on the public welfares, mobilizing the enthusiasm‖ is the guideline of this dissertation, with that, how to accomplish current medical facility system and enrich medical building design method is studied. The ultimate social significance is to find a new method in the field of architecture to settle the social problems from the view of "people-oriented".The specific study of this dissertation is the construction of medical facility network system for emergent infectious diseases prevention and control. The most critical part of this system is the structure of medical facility network system. Supplemented by system theory, coordination theory, and regional science theory, an organic medical facility network hierarchy is proposed innovatively, in this hierarchy including real space network, virtual space network, the intermediary space network. All the medical facilities are regarded as the elements of this system, every element is organized by the network configuration and network protocol. The study emphasizes the ―meso-level‖, the components of the medical buildings network, the whole medical buildings network is discussed and re-constructed in depth from place to place across the entire process of emergency infectious diseases. On the upper level, the medical facilities network system integration and planning are mentioned. On the lower level, the specific medical building technology and the function of different facilities in the medical facilities network are discussed.In the discourse of the evolution of emergent infectious diseases prevention and control medical facility network element, four most critical medical facilities are selected as the ―node‖ of the entire network system, the centers for disease control and prevention, infectious disease hospital, general h ospital infectious department and primary health care institutions. A large number of new hospital and health care institutions are analyzed. The function of those four different medical facilities are summarized, the development trend and design method of each facility are mainly discussed and illustrated.In the integration mode of medical facility network for emergent infectious disease prevention and control, a new kind of vertical integration mode is proposed for urban medial and health facilities planning, mainly including the integration of planning function, planning technology and planning process. Meanwhile, a horizontal integration mode is discussed focusing on the most specific characteristic ―linkage‖. This specific characteristic is illustrated in three level, real space network, virtual space network and the intermediary space network in Harbin urban medical facility planning.As for the technology support of medical facility network for emergent infectious diseases prevention and control,the whole process of the emergency infectious diseases is regarded as the research clue. Firstly, technology support platform construction is discussed from three perspectives, i.e., wide analysis, accurate control and optimized treatment. Secondly, technology support strategy is discussed from the view of integrative prevention, cooperative control and emergency treatment. Thirdly, the medical technology is discussed as the assistant support for the network system.
