Research Of Construction Mode And Strategy Of Ankang Migration Relocation And Resettlement Areas Under The Background Of New Urbanization

In order to avoid and reduce natural disaster,alleviate the poverty,construct the ecological environment and develop the social economy,People's Government of Shaanxi Province carried out Southern Shaanxi migration relocation project so as to ensure the inhabitants' survival security and development,improve human settlement environment,and push the development of urbanization.Since the migration relocation and resettlement project has been implemented for five years,the remarkable results have been achieved,but there are also lots of problems which are increasingly prominent,such as insufficient arguments of ecological carrying capacity,irrationality of population redistribution,deficient drive of industrial support,the prominent contradict between people and resources,insufficient attention on migration requirements,hard to build social network,insufficient coordination of the locations of urban and rural areas,lack of suitable construction mode.Based on the lessons drawing from the experience of migration relocation and resettlement projects at both home and abroad and the analysis of the current problems,this paper tries to explore the proper theory and methodology that suits the construction mode of Ankang migration relocation and resettlement areas,which is used to guide the construction in the resettlement areas and also provides other similar regional migration relocation and resettlement areas with enlightenment and reference.The paper takes the connotation of new urbanization as the study object and tries to seek the more feasible construction mode and strategy of migration relocation andresettlement areas which suit Ankang's environmental conditions so as to guide the appropriate construction of migration relocation and resettlement areas from regional and individual levels.The paper takes the connotation of new urbanization as the theme and its research framework gradually advances from six aspects,“background interpretation,the summary of status quo,mechanism analysis,model building,strategy presentation,assessment and feedback”.Firstly,the paper illustrates the environmental background of migration relocation and resettlement areas from four aspects,natural ecological environment,economic development,humane social sciences and space construction,and sets out a clear explanation of the constraints of the construction of migration relocation and resettlement areas.Secondly,through combing the aim,work framework,type,ecological restoration and construction,industrial support and resource utilization,social network and social security management as well as space construction of the construction of 2011-2015 migration relocation and resettlement areas,the paper summarizes the results of the current construction and induces the existing problems in the construction.Then,aimed at the existing problems in the construction,the migration need and the gist of connotation of new urbanization,the paper clarifies the construction characteristics of Ankang migration relocation and resettlement areas and centers on the construction target,the mechanism of influencing factors and the construction path these three aspects to establish the research framework of the construction mode of Ankang migration relocation and resettlement areas in the background of new urbanization,which completes the transfer from the problem to the method.Furthermore,the paper puts forward the construction strategy from the regional level and the level of migration relocation and resettlement area.In terms of the regional level,it focuses on the location of migration relocation and resettlement area on the basis of the rational people redistribution and puts forward comprehensive site selection method from two levels of city field and county territory;in terms of migration relocation and resettlement area,it takes the feasibility of the construction into consideration.The research evaluation of empirical feedback.The paper makes a detailed study on the background,the current situation,the construction mode and strategy of the construction of Ankang migration relocation and resettlement areas,establishes a site selection method system from the region to the migration resettlement area,puts forward the concept of basic unit of migration relocation and resettlement area and the determination method of the suitable scale,also establishes PPR evaluation system of migration relocation and resettlement area;in terms of theoretical level,it systematically integrates the existing migration theory and perfects the research system framework of the construction theory of migration relocation and resettlement area;in terms of practical level,the paper provides the
