| Poyang Lake is the largest freshwater lake in China, an important wetland with world’s impact, located in the north of Jiangxi Province and the south bank of Yangtze River. During the coruse of ecoomical development previously, its environment suffers serious damage, facing water pollution and degradation of wetlands severely. In order to protect the ecological environment and promote regional development, on December 12, 2009, the state council formally issued the planning of Poyang Lake ecological economic zone, which shows that the national government attaches importance to the construction and development of Poyang Lake ecological economic zone, and means that its development has played critical role in the middle of china,also even in the development of the whole country. The object of the planning is to construct the ecological economic zone as a eco-demonstration region and low-carbon developing pilot zone, which is coordination between universal ecological culture and socioeconomy, and harmonious co-existence between man and nature.The regoinal coordinated development is a dynamic process. Interaction and coordinated development with three subsystem( resource, environmental and socioeonomic) bring about the whole region’s optimal effect. During the early development, people is more concerned about economical development while put little emphasis on coordinated developing of resource and evironment, ignoring the influence of uncoordination, which will lead to block economic development. It is of great significant issue that how to coordinate the relationship with socioeconomic development, rational utilization of resouce and environment protection. So this dissertation takes Poyang Lake ecological economic zone as the object, sorting out relevant studies at home and abroad and defining coordination, and taking resource,environment and socio-economy as the starting point, it studies the coordination and future plan through intensively theoretical analysis and empirical analysis. Specifically,defines the basic content and characteristics of coordination, structures coordination evaluation index system, and establishs ecological indicators database of the Poyang Lake perfecture-level cities. And then, from the perspective of systematic coupling and so on, the dissertation structures coordination evaluation methods to evaluate the developing coordination of the Poyang Lake regions since 2005. Finally, establish the system dynamics model for three system, predict the developing tendency of main fatcors of each system. At the same time, advices are given on coordination between resource-environment and socio-economy. Eestablish the multi-objective programming model and give the future 5 years of ecological development planning of Poyang Lake.The main researches and conclusions are as follows:(1) The dissertation summarizes the existing literature on the relationship between resource-environment and socioeconomic development from theoretical research,empirical research, coordinate research and construction research of Poyang Lake ecological economic zone. The findings suggests that there is lack of coordinated research on resource-environment and socioeconomic development Poyang Lake ecological economic zone. So the normative research has been done to define the defintion and connotation of coordination firstly.Coordination is coordinated structure and state presented by the system, led by associations such as cooperation,complementarity, synchronization which are relationships brought about between them.In addition, define the coordination from three aspects: total amount, structure and speed. Analyse contributory factors and internal mechanism of coordinate development between resourec-environment and socio-economy. The contributory factors are classified internal and external ones. As three subsystems, resource,environment and socioeconomic development support, depend and promot mutually, they develop a large regional ecological symbiosis system. It develop coordinately and reach the regional developing targets of resonable resource structure, approriate resource abundance, strong ability to regenerate, which has meanwhile fewer environmental pollution, strong ablilty to autopurification and loading, combined with rapid economic development, resonable economic structure and high economic benefit.(2) Raise evaluation index system of coordination between resource, environment and socioeconomic development from four aspects, that is, resource system,environmental system, socioeconomic system and coordinate index. The index system is classified into four level, resource development and utilization, environmental pollution control, socioeconomic development and coordination. Resource development and utilization index includes three first level indexes, resource capacity,resource created amount, resource consumption amount and 13 second level ones.Environmental pollution control index includes three first level indexes, environmental pollution, environmental control, ecological resilience and 20 second level ones.Socioeconomic development index includes four first level indexes, economic total amount, economic structure, quality of economics, living standard, and 24 second level ones. Coordinatd index just calculates coordinated comprehensive indexes. The coordination between resource and economy and environment and economy could be calculated from level of system, speed and developmental status.(3) From three aspects, system coupling, speed and developmental status, evaluate the coordination between resource-environment and socioeconomic development of 32 counties and cities in the ecological economic zone. The result shows that the coordination between resource and economic system is gradually going well in Nanchang District. Part of counties in Jiujiang, Jingdezhen, Yingtan, Fuzhou and Xinyu are in the state of basic coordination or weak coordination. The coordinated state between environmental system and economic system in regions is above relative coordination on the whole, shows that each has better environmental awareness.Evaluate speed coordination using Grey-relation analysis, measuring coordination between resource consumption speed and economic development, and shows that Nanchang district is going well. The consumption speed in Jiujiang, Fuzhou and Xinyu is relative rapid, but improving gradually. The indexes of Jingdezhen and Yingtan are lower. Measure coordination between environmental optimized speed and economic development, and it is above resource consumption coordination. Evaluate developing state coordination using regression model, concluding that the coordination between resource system and economic system in Nanchang, Yingtan, Fuzhou and Xinyu is improving, but part of Jiujiang and Jingdezhen are in weak state, which should strengthen the conservation and utilization of resources. The coordination of developing state between environmental system and economic system is upper, which illustrates there is better environment awareness. On the whole, the coordination between environmental system and economic system is better than the coordination between resource system and economic system. These years, the zone is developing rapidly with natural resource suffering heavier destruction because of overexploitaction, along with wetland dramatically reduced and dry season prolonged.Although the environmental awareness has been strengthen as well as more environmental investment and enhancing improvement, there are many problems.There is no strict control on emission of waste water, waste gas and solid waste, which does not match pollution control. Forest land protect is inefficient. The awareness of ecological sustainable development is weak and dynamic monitoring of environmental quality is imperfect.(4) Taking the ecological economic zone as a whole region, the dissertation establishes structured flowcharts models based on system dynamics for resource system, environmental system and socioeconomic system so as to analyses the active mechanism of their internal factors. Build simulation equations for each system to predict the change trend of main indexes in a coordinate background. Predict the change trend to 2020 of resource reserves, resource availability and the scale of resource development for the resource system, and the change trend of the emission amount of waste water, solid waste and waste gas and environmental pollution indexes(EPI) for the environmental system. Predict the increasing trend to 2020 of economic total amount, environmental protection investment, resource innovation and consumption. Predict the change tendency of economic growth total amount. In the resource system, compared with resource availability and utilization rate, the advance of resource exploited technology has the greatest impact on the scale of resource development. As for environment system, the result shows that waste gas emission amount has greatest impact on EPI, the next waste water and the last solid waste. The conclusion drawn by simulating the total amount of economic growth illustrates the largest pull power is from consumption, the next increased environmental protection investment, the last increased value in resource innovation. According to these predicting analyses, suggestions are put forward to facilitate the coordinate development between resource-environment and socio-economy of ecological zone. In resource matters, we should optimize towns’ land resources utilization, and enhance basic security level of economic construction. Promote regions’ industries optimization,and improve coordination between resource and economy. Speed up forestry development and raise the quality of forest cover. Take protective exploiting strategies for mineral and forest resources. In terms of environment, conduct evaluation for the whole ecological zone regularly. Strengthen prevention and control of pollution and reduce main pollutants emission. Punish firms of pollution heavily and reform tradition industry to control pollution. Optimize industrial structure and follow the path of circular economy and ecological economy. Develop efficient eco-agriculture. Prompt the construction of ecological cities, county ecological park and eco-village. Research the framework of attracting foreign capital and form access mechanism of the regional circle of the Poyang Lake and environmental protection standards.(5) According to the aim of the Planning, predict the main target variable values against coordinated background. The equation of constraint of target variables and control variables are obtained by regression analysis, and establish Multi-objective programming model of coordinate development between resource-environment and socio-economy for ecological economic zone. The dissertation solves the model using pattern search method and Matlab programming with different target sequences. The first time, economic development is the first target, and resource-environment is the second. The second time, resource-environment are the first and socio-economy is the second. Plan the developing path for the ecological economic zone targeting for economic development or for resource-environmental development in the future 5 years. The results show that economic target and resource target could be achieved,especially the level of industrial structure, which could reach the level of developed region. Resources in the ecological zone are protected well, and people have a strong awareness of resource conservation and protection should take resource carrying capacity, ecological environment capacity as its economic developing basis. The values of Resource conservation and utility are beyond pre-determined target. So does environment resource utility. But environmental target couldn’t be reached in either case. It is industrial development, population increase and living standard improvement that cause the situation as well as the heavily lack of investment for environmental control. So it is a hard job for the ecological economic zone to control environment.For protecting the fine ecological environment as "clear water",we should spend more on environment conservation and control. Some firms in ecological zone are weak aware of reducing emission, and the standards of pollution emission are implemented inadequately. These years, the local authorities have developed industry, promoted investment and industrial transfer. These all add pollution emission. The ecological zone should propagate environmental awareness and win support among the people. At the same time, effective measures should be taken to restrict firms. |
