Research On Coordinated Development Of Regional Resources, Environment And Economy

Zhuhai City，compared with other regions in China，is one of the four specialeconomic zones which were established earliest. The gradual formation of thePan-Pearl River Delta economic zone and steady deepening cooperation betweenGuangdong，HK and Macao will bring more opportunities to Zhuhai，especiallyafter An Outline Program for Reform and Development of Pearl River Delta Regionand General Plans for Hengqin have been ratified by the State Council.However，therapid economic development is often accompanied with the greater pressure on theresources and environment. Thus，Zhuhai need to seek the sustainment supplying ofresources and environment and the coordinated development of populationresources，environment and economy along with the new coordinated developmentmodel suitable for Zhuhai. To achieve that goal，we need to know about the state ofresources and environment and their utilization and make an objective assessment ontheir state of coordinating so that anything could be done to make them coordinated.Land and water resources are the bases ofbearing capacity both for the regionaland urban economic development.With most of the land as plain and hills, Zhuhaihas great advantages in utilization of land. Potential of principal crop production hasbeen calculated by using agricultural ecology region according to agriculturemeteorology data of soil and crop suitability. We can draw it from what has beendiscussed that population-carrying capacity is big enough to support the populationin Zhuhai whatever kind of grain consumption is chosen，because the previouspopulation in Zhuhai now is great smaller than that population-carrying capacity cansupport. Using a hierarchical scheme as the evaluation system for coordinateddevelopment level of land and economy in Zhuhai and the coordinated developmentlevel model based on mathematical statistics，we make comprehensive assessments.As a result, coordinated development level of land and economy belongs to thefavorable lagging type，which means the coordinated development level of land andeconomy is high while the benefit functions of land is lower than that of economy. Bearing Capacity of Water Resources，a comprehensive index，is used topopulation that water resources can support in order to discuss the supporting abilityof water. The population is under the threshold of Bearing Capacity of WaterResources only when we consider in the way of water resources.Nevertheless，theeffect of tides of the sea exerted upon the quality of drinking water along with theeffect of Macao ought to be considered, when we analyze the Bearing Capacity ofWater Resources. And after all those considered，we will find that water resources isfar from enough to meet the needs. The similar methods could be applied into valuethe coordinated development level of water and economy. From the results，we canfind out that water resources develop coordinately with economy and economydevelops a bit earlier. And water has not been full used， so it belongs towell-coordinated development with water development retarded.Natural ecosystems are important material foundation for the subsistence anddevelopment of the mankind. If the pressure we exert on the natural ecosystem iswithin the bearing capacity of planet’s ecosystems，our planet is out of danger.However，the contradictions between environment and development human societyare becoming increasingly evident when economy develops， so the issue ofcoordinated development of resources， environment and economy is on thediscussing list of scholars around the world.The Ecological Footprints EvaluationModel comes out to solve the problem.We use the Ecological Footprints Evaluation Model to make an ecologicalbalance analyze of the ecological footprint per cap and the ecological capacity percap in Zhuhai from2008to2011，the result of which shows that the ecologicalcapacity per cap surpluses the value of a threshold of ecological carrying capacity.The ecological deficit show that consumption demand surpluses the ecologicalcapacity.To improve Ecological Footprints Evaluation Model，we use the ratio of theecological capacity per cap to ecological carrying capacity of the renewableresources in a region to show the degree of pressure beard by regional resources andenvironment， which is also defined as ecological pressure index. Ecologicaloccupation index is defined as the ratio of the ecological capacity per cap of onecountry or region to the whole world，which reflects the development level of economy in one place and the people’s consumption level. Coordinated index ofResources，Environment and Economy is defined as the ratio Ecological OccupationIndex to Ecological Pressure Index, which shows the coordinating level of regionalresources, environment and economy.Ecological Pressure Index of Zhuhai from2008to2011is between0.5to0.8，which means the ecological Pressure is in safety zone. And the upward tendency ofEcological Pressure Index indicates the increasing pressure upon Ecological systemof Zhuhai. According to standard scale of Ecological occupation index，Zhuhai is inthe state of prosperous from2008to2011.And according to standard scale ofEcological Coordinating index，the coordinating index ratio of Zhuhai is2.0207,which is well placed in the point of good state in2008，while Zhuhai is below thatpoint from2009to2011.Compared with the average level of Guangdong Province，ecological footprintper cap of Zhuhai is bigger than the average level of Guangdong Province，while theecological carrying capacity is smaller than that of Guangdong province, with theecology deficits as the four times that of Guangdong province. Ecological PressureIndex shows the degree of pressure beard by regional resources and environment, theresult of which shows that the Ecological Pressure Index of Zhuhai is almost in thesame level with Guangdong province and both are in the Safety Area. According tostandard scale of Ecological occupation index，Zhuhai is in the state of prosperouswhile Guangdong province in the poverty. Ecological Coordinating index of Zhuhaiis above the average level of Guangdong province，and the first one is about twicethe amount of the second. Ecological coordinating level of Zhuhai is the worsestage，while Guangdong is turning from worst to worse and both is becoming better.Zhuhai, the core city of West Coast of Pearl River，is developing fast and has anincreasing demand of resources，which faces an environmental degradation. Therestriction upon the development of economy is more oblivious. Thus，economicactivities with local characteristics and competitive industries and the readjustmentof the industrial structure should be given greater support, on condition thatecological system is well protected and resources are well used. Comprehensiveutilization of land in Zhuhai is lagged behind the economy development，so theoptimized allocation of land and the development of land use intensification to put an end to idle and wasted land are necessary. On the other hand，Zhuhai need tofound a water-efficient society,and adjust the structure of water consumption fromthe policy point of view to Raises the Consciousness of water-saving.Only in thisway can the outpace increases of water consumption be curbed and improve theBearing Capacity of Water Resources. Promoting the construction of new ecologicalcivilization Special Economic Zone construction，Zhuhai can be turned fromindustrial civilizations to ecological civilizations and finally realize the coordinateddevelopment of the resources，environment and the economy.
