With the gradual deepening of the construction of ecological civilization,the new situation of regional economic and social development put forward newer and higher requirements to water conservancy development.At the same time,the situation of the shortage of water resources and the destruction of ecological environment is increasingly getting more and more people's attention.To make regional composite system development is healthy,stable and optimum.Undering the precondition of respecting the rule of natural ecological environment development and change,rational development,allocation and utilization of water resources are to make ecological environment and economic and social development together.Based on regional ecological civilization construction as the background,the summary of previous research results and basic data compilation as the foundation,water resources reasonable use as a starting point,emphasizing the important role of the ecological environment,undering the guidance of the relevant index system construction principles,this paper build three levels of index system.Using the logistic equation to establish the regional water resources,ecological environment and social economy composite system co-evolution model,Which is based on the theory of synergetics,to analyze the competition among the first level indicators of regional ecological environment and economic society system for water resources;From the space and time two aspects,coordination degree of regional ecological environment and economic and social development at the third layer index factor level for water resources is analyzed by the method of Gini coefficient.A case analysis on the Yellow River basin as an example,the analysis result of co-evolutionary model of ecological environment and economic society system in the Yellow River basin said that the cooperation of ecological environment and economic society system is still greater than the competition for water resources cooperation,but the economic and social development has encroached on the supply of water resources to ecological environment;Analysis of order parameter of order said that the overall trend in the ecological environment and economic and social development is the more obvious and consistent——improveing the ecological environment,steady economic and social development.But the degree of order of the ecological environment showed a fluctuating state,the ecological environment has been influenced by the global warming and the interannual change of water reduction factors etc.Analysis results show that behind the gradual improvement of the ecological environment is the huge hidden risks.On the other hand,the Gini coefficient at the time and space aspects level are analyzed in the Yellow River Basin about the matching of water resource distribution and water resources allocation to ecological environment and the economic and social development factors.Gini coefficient results reflect the water resources in the Yellow River Basin in time and space distribution and configuration status,and further analyze the difference causes of the water resource distribution and water resources allocation about of Gini coefficient;The Lorentz curve analysis shows that the coordination degree of ecological environment for water resources is less than coordinated degree of economy,society for water resources,and the order degree analysis of order parameter results are consistent with this.Gini coefficient method further indicated that the regional ecological environment and economic society system development elements is at some status,role and influence for water resources system,and all of those will be have important reference significance for water resources optimization allocation and industrial structure adjustment.
