Under the background of knowledge economy, international competition has developedfrom the resource and capital competition into the competition of high technology, thecompetition between country and country has gradually focused on the competition of newtechnology and new equipment, mastering the frontier technology and owning High-endtechnology have becomed the common goal of all countries, so the development status andthe future development trend of intensive manufacturing industries determines if China canget the advantage in the international competition, achieves the national core competitivenessand high comprehensive national strength. Knowledge intensive manufacturing industry is atthe cutting edge of cutting-edge technology, along with the development of innovation, itneeds to manage existing intellectual property right and to use the features and functions ofintellectual property right rules and regulations, then get the overall planning of intellectualproperty right development, protection and operation. Therefore, carrying out intellectualproperty right strategy based on own condition, technical environment and competitivesituation of knowledge intensive manufacturing industry, building complete and effectiveintellectual property right management, are the key of revitalizing the country throughscience and technology, the important safeguard of maintaining national strategic reserve, andthe dynamic of promoting knowledge-intensive manufacturing industry innovation.First of all, this paper this paper expatiated on the concept and characteristics ofknowledge-intensive manufacturing industry intellectual property management, and then,analysed the development Status of domestic and foreign knowledge intensive manufacturingindustry in the perspective of intellectual property development, operation, protection andcoordination, found the achievement and insufficient of Chinese knowledge-intensivemanufacturing industry intellectual property management; Application of linkage andhypercycle theory, this paper analysed the knowledge intensive manufacturing knowledgetransfer super-cycle model and knowledge transfer evolution mechanism, and then, analysedlinkage mechanism between knowledge transfer and knowledge intensive manufacturingindustry intellectual property management; Application of systems theory and intellectualproperty theory, this paper built the knowledge intensive manufacturing industry intellectual property management system based on intellectual property development, intellectualproperty protection and intellectual property operation, analysed the structure of system andrelationship of systems, and researched three subsystems; Application of mechanism theoryand synergetics theory, this paper explored the operating mechanism of knowledge intensivemanufacturing industry intellectual property management system, proposed the operationstructure of system involvingdynamic mechanism, coupling mechanism and evolutionarymechanism; According to the operation characteristics of knowledge-intensive manufacturingindustry intellectual property right management system, this paper built the primaryevaluation indexes system of intellectual property right management system from the threedimensions of development, protection and operation of intellectual property, used groupeigenvalue method, correlational analysis method and range analysis to screen the evaluationindexes, got the evaluation indexes system of knowledge-intensive manufacturing industryintellectual property right management system; On the basis of this, this paper usedcombination evaluation method to evaluate the running state of knowledge-intensivemanufacturing industry intellectual property right management system with the kndowledgeintensive manufacturing industry data of30provinces. At last, this paper proposed thecountermeasure to improve the operating effection of knowledge-intensive manufacturingindustry intellectual property right management system from the macroscopic level andmicrocosmic level.
