University-industry cooperation cooperation can promote technology innovation needs the effective combination of various resources, to make full use of advantage resource, improve the market competitiveness of tihe economic subject, improve the industrial technology innovation ability, and promote rapid economic development, broke the monopoly of the rich countries of high and new technology has very important significance., through the industry-university-institute cooperation with main body of the sustained and rapid economic development as the goal, to promote technology development, effectively integrate social resources, improve the efficiency of science and technology input and technological innovation, promote the transformation of scientific and technological achievements into real productive forces, make the economy better and faster development. Production-study-research cooperation is the link between each link between science and technology innovation, not only can strengthen the cohesion between the environment, from the source to improve the main body of technology innovation ability, can also explore to adapt to the social development need to promote the mechanism of technology innovation, promote a country’s or region’s rapid economic development.Report of the17th national congress explicitly pointed out that must establish technology innovation system of "industry-university-institute" cooperation, enhance China’s capacity for independent innovation. Under the guidance of this policy, our country the industry-university-institute cooperation made great progress and achievements in their technological innovation, to enhance the competitiveness of the economic subject. But want to see, at the same time compared with the developed countries, in the low level of cooperation of production, there is uneven distribution of interests, lack of motivation is not formed to promote the effective combination of long-term mechanism, and research the technical supply and disconnect ChanFang technology demand, science and technology resources allocation is not reasonable. Therefore, to conduct the thorough research to the theory and practice of "industry-university-institute" cooperation, has important practical significance.Based on the induction, summarizes related theory on the basis of "industry-university-institute" cooperation, first of all, using the game theory analysis, the game relation between industry-university-institute cooperation main body, analyzing dynamic mechanism and influencing factors of "industry-university-institute" cooperation, validity and reliability test; Secondly, using the method of typical case analysis, deconstruction of "industry-university-institute" cooperation mechanism, analysis of benefit distribution mechanism, coordination mechanism and learning mechanism of the action mechanism and realization way; Again, based on influence factors analysis of industry-university-institute cooperation, set up evaluation model and method of cooperative performance of; Finally, based on the empirical analysis, this paper puts forward policy measures for promoting production-study-research cooperation proposal.Paper studies the basic conclusions include:First, the stakeholders including the integration of enterprises, universities and research institutions, government and science and technology intermediary service organizations, enterprises, universities and scientific research institutions based on cost benefit analysis to determine whether or not to cooperate. If ChanFang proposed cooperative research and development plan in line with the research of economic benefits, at accept ChanFang proposals, both choose to sign the contract governing the behavior of each other; If at after analysis, do not accept ChanFang solutions, both independently for technology research and development work. When buy at ChanFang research achievements of party and are willing to sell at party, both sides can benefit, but the benefits than cooperation earnings is low; When ChanFang choose direct purchase and research of scientific and technological achievements, but at don’t agree with, the game both sides have their research and development of new science and technology, the mutual influence.Second, the motivation of university-industry cooperation is based on the changing process of the market and the macroeconomic environment. It is also based on their expectations of the common interests among the internal partners in university-industry cooperation.Factors which influence the motivation of university-industry cooperation include two aspects. External factors mainly include the situation of market supply and demand and the government’s macro-control. Internal factors include the internal marginal revenue and non-material interests. The questionnaire survey shows that the above factors have significant effect on the motivation mechanism of university-industry cooperation.Third, according to the phase and process of university-industry cooperation, we can divide the operation mechanism of university-industry cooperation into three main aspects:the mechanism of benefit distribution, the cooperative coordination mechanism and the learning mechanism. Among them, the mechanism of benefit distribution is a complete system or contractual arrangement which is made by the cooperative members as interest subjects, to allocate interest in the process of the cooperation. The key is how much contributions each member makes, and how to allocate the interest fairly. At the same time, the partners should be involved in the decision and supervision of the mode of acquiring the interests. The cooperative coordination mechanism refers to a series of institutional arrangements that cooperative subjects in university-industry cooperation focus their common goals to achieve efficient allocation of production factors through labor division and coordination, on the basis of their own abilities and resources, including through policy coordination, technical coordination, institutional coordination and risk coordination, etc. Learning mechanism is aimed at each stage of the cooperation, clearing the rules for cooperative learning, building a learning organization, strengthening the system, rules and methods of learning within the organization, which is aimed at improving the cooperation performance through learning. Its realization ways include: establishing mutual learning mechanism and a learning organization, human resource flows, the appropriate incentives for innovation, possibility of questioning, etc.Fourth, the factors affecting the performance of research cooperation include elements of both factors and process. Factor elements include the cooperative subjects, technological environment, policy environment and market environment. Process elements include mode of cooperation, cooperative behavior and cooperative relationships. Accordingly, in five aspects, including the environment, inputs, outputs, operation as well as effects of university-industry cooperation, we can build the performance evaluation index system of university-industry cooperation, and put forward the basic procedures and steps by using the fuzzy integral evaluation method for performance evaluation. Through the analysis of university-industry cooperation in Hubei Province, as you can see, university-industry cooperation in Hubei Province is generally in good condition, but there are emphatic shortcomings in terms of respective index. First, university-industry cooperation has a significantly negative impact on performance of cooperation. Second, university-industry cooperation does not contribute much to the economic growth rate. Third, imperfections of the operation mechanism have also affected the promotion of the performance of cooperation. For this, I put forward some suggestions to promote the operation of university-industry cooperation in Hubei Province:promoting the establishment of university-industry cooperation, building new innovation bases of university-industry cooperation, building enterprise technology innovation platform, improving the public service system and strengthening policy supports. |
